Arlington County Government’s Retirement Office is seeking a strategic and experienced leader to serve as the Director of Investments and Operations. Reporting to the Executive Director, this position oversees the investment portfolio and operational infrastructure of the Arlington County Employees’ Retirement System (ACERS), a defined benefit pension plan serving Arlington County employees. This position will ensure prudent investment management, operational excellence, and fiduciary compliance to support the long-term financial security of the system.

Responsibilities

Specific duties include:

  • Support the Executive Director and Board in strategic planning, policy development, asset allocation, risk management, performance and financial reporting;
  • Prepare and present materials for Board and stakeholder meetings;
  • Collaborate with service providers, legal counsel, County departments to ensure timely and accurate reporting of fund performance, financial statements, and regulatory compliance with polices, guidelines, applicable laws and regulations;
  • Manages the monthly and annual closing of the financial journals for the annual financial report and audit;
  • Conduct market research and investment due diligence, selection, and ongoing monitoring;
  • Implement and maintain internal controls and operational workflows to ensure accuracy and transparency;
  • Lead technology initiatives to enhance data management, reporting, and operational efficiency;
  • Supervise staff responsible for investment performance, operations, accounting, and compliance;
  • Foster a culture of accountability, collaboration, engagement, respect, and success (ACERS); and
  • Performing additional duties as assigned.

Qualifications

Minimum:

  • Bachelor’s degree in Finance, Accounting, Economics, or a related field; and
  • Significant and progressively responsible experience in institutional investment, preferably in a public fund or pension environment.

Desirable: Preference may be given to candidates with a Master’s degree in Finance, Business Administration, or a related field as well as one or more of the following:

  • Chartered Financial Analyst (CFA), Chartered Alternative Investment Analyst (CAIA), Certified Public Accountant (CPA), and/or Financial Risk Manager (FRM) certifications;
  • Experience utilizing Oracle Cloud, eVestment, Clearwater, Microsoft, custodial and banking systems, and Adobe tools; and/or
  • Experience managing a small team, providing clear direction, and ensuring accountability.

Special Requirements

Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.

Economic Interest: Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.

Additional Information

Work Hours: Flexible and telework options typically between the hours of 8 a.m. to 5 p.m. Monday through Friday.
