Highline Public Schools is seeking 10 passionate educators to join the Master Teaching Fellows Program for the 2025–2027 cohort. This is more than a substitute position... it's a transformative pathway to becoming a certified teacher with a Master’s degree, all while earning a paycheck.

Position Summary:
This program follows a residency model where candidates work in the district as Annual Substitute Teachers while completing internship experiences with a mentor teacher, and participating in a 6-quarter Master in Teaching Program with a Multilingual Education emphasis. As a Guest Teacher, you’ll provide continuity of learning in the absence of a regular classroom teacher, delivering lessons prepared by the teacher or alternative instruction when needed. You’ll maintain a positive, productive classroom environment that supports student success.
Contract Details:
- 0.85 FTE leave replacement contract (135 workdays scheduled in advance).
- Paid at the annual substitute rate; contractual rate applies after 20 consecutive days in the same assignment.

Pathway: Master in Teaching (MIT), Multilingual Education Master in Teaching, Renton | Woodring College of Education | Western Washington University
Overview: Graduate-level 17-month program for individuals seeking secondary-level teaching certification with multilingual/ bilingual endorsement and a strong focus on equity and social justice. Program begins Spring 2026.
*** This program is specific to initial certification only.
Requirements:
- Bachelor’s degree
- GPA ≥ 3.0
- Qualifying endorsable subject prior to the start of program such as: World Language (Spanish or Vietnamese), Social Studies, etc.
- Content assessments: WEST-E/NES; world language endorsement requires ACTFL score of Advanced Low
- TOEFL/ IELTS for non-native English speakers

- Washington State Residency First Issue Certificate
- World Language endorsement for secondary level (middle and high school) by the end of 6th quarter of the program
- 6–7 quarters which includes student teaching

PAY RATE INFORMATION FOR CERTIFICATED ANNUAL SUBSTITUTES:
Annual substitutes will be compensated as follows, reflective of a 0.85 FTE contract. Compensation will be a percentage of Base Salary, not to include Professional Learning and Enrichment (PLE).
Annual substitutes will be moved to the contractual rate of pay after the twentieth consecutive day in the same assignment, retroactive to the first day of that assignment. They will be paid the contractual rate for the duration of that assignment. The contractual rate of pay is taken from the current teacher salary schedule and placement is based upon education and years of experience. Experience verifications from other school districts or educational institutions, along with official transcripts are required in order to calculate placement.
