Job Description Summary

This position is a promotional and for internal employees only.

The Solid Waste Inspector performs a variety of technical, field inspection, and operational duties to ensure compliance with sanitation and recycling rules and regulations. This position is also responsible for the daily delivery and exchange of residential trash and recycling containers, investigating and resolving citizen complaints, assisting with account discrepancies, and providing customer service and public outreach.

The ideal candidate will perform a variety of technical and field inspection work to monitor compliance with solid waste rules and regulations; participates in public outreach programs and recycling haz-mat events; general knowledge of health and safety practices that the city follows as well as participate in all safety activities and tasks.

Have a general knowledge of Windows and Microsoft Office (Excel and Word, knowledge of Access is a plus). Capable of utilizing a smart phone and computer to perform daily data entry.

Able to communicate clearly with all residents and possess excellent customer service ethics.

Support other divisions and co-workers within Public Works when necessary. Be able to provide bulk collections, county variance inspections, operate heavy equipment and be able to maintain a Class B CDL. Be able to perform safety inspections on vehicles in accordance to Federal CDL guidelines and perform preventative maintenance on all sanitation equipment.

Able to push/pull and lift up to 75 lbs. Capable of climbing in and out of vehicles , reaching, stooping and crouching several times a day. Able to work overtime or work an irregular scheduled when requested.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Investigates and resolves complaints and account discrepancies regarding unsanitary conditions or improper participation in solid waste programs.
  • Identifies routes with high levels of recycling contamination and assists with educational materials and outreach to reduce contamination.
  • Assists the immediate supervisor with Federal, State and Local environmental compliance through recordkeeping. Assists in conducting waste audits and drafting public education correspondence.
  • Monitors and documents field inspection activities; issues educational notices and manages violations electronically.
  • Delivers and exchanges residential refuse and recycling containers on a daily basis.
  • Tags delinquent accounts and removes containers for non-payment.
  • Participates in public outreach programs, prepares written reports, and assists at community events.
  • Provides solid waste collection support using sanitation vehicles; performs routine vehicle/equipment maintenance.
  • Performs other solid waste duties as assigned.

Requirements

  • Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
    • Knowledge of sanitation operations, waste regulations, and technical inspection work typically obtained through one year of advanced study or training past high school equivalency.
  • Experience: Minimum one year experience in a related field.
  • Certifications and Other Requirements: Valid Driver's License. Valid Class B Commercial Driver’s License (CDL) required. SWANA certification required within 12 months of hire.
  • Reading: Work requires the ability to read written instructions, manuals, letters, and machine equipment readings, measurements, or gauges.
  • Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division.
  • Writing: Work requires the ability to draft letters and memorandums.
  • Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure
  • Policy/Decision Making: Moderate - The employee normally performs the duty assignment after receiving general instructions as to methods, procedures, and desired end results. There is some opportunity for discretion when making selections among a few, easily identifiable choices. Work involving discretion is typically reviewed before finalized.
  • Technical Skills: Broad Application - Work requires the use of standard technical skills appropriate to the work environment of the organization. Limited analysis and independent thinking is utilized.
  • Interpersonal/Human Relations Skills: Moderate - In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures. In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
12 Month Objectives

Within Three Months

  • Complete New Employee Orientation.
  • Complete SOP and JHA training on all job-related tasks.
  • Learn 50 % of the contained and uncontained route patterns.
  • Become familiar with the variance and violations associated with it.
  • Become familiar with Munis software.
  • Enter and manage inspection data in the division’s database.
  • Become familiar with the Canvas database as it relates to employee field inspections, and pre and post-trip information.
  • Become familiar with City Code Chapter 10.

Within Six Months

  • Assist Supervisor with the Maricopa Environmental Services Refuse Collection Variance Report.
  • Draft at least six (6) different public education bulletins for public outreach purposes. Work with Communications to promote messaging via social media.
  • Represent the Solid Waste Division at least one city sponsored event.
  • Become proficient with the Munis service order system. Use Munis to verify account status and work with the contractor to monitor non-active accounts north of the freeway.
  • Help with the setup of the HHW curbside program.

12 Month Objectives

  • Complete all city required training
  • Attend at least one SWANA meeting and/or complete training offered at one of these events.
  • Organize and conduct one waste audit with contractor.
  • Know 100% of all contained and uncontained routes.
  • Meet yearly goal of inspecting 20% of all active solid waste accounts.
  • Meet with the side load drivers to identify routes where high contamination issues and vector violations are present. This can be done in the field during inspections on a weekly basis (if time permits).
  • Ensure public education materials are updated and proper inventories are maintained. Monitor website and update information as necessary.
