This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position.
The Human Services Department (HSD) has requested a department promotional certification to fill an Adult and Aging Social Work Supervisor position. Only qualified permanent and/or probationary Human Services Department employees on the eligible list may be eligible for referral to the department for the advertised position.This employment list may also be used to fill future full-time positions as they occur during the active status of the list.
Responsibilities
The Adult and Aging Social Work Supervisor in the Aging and Disability Resource Unit (ADRU) is responsible for overseeing the day-to-day operations of the Information and Assistance Program, the core services of the Aging and Disability Resource Hub (ADRH), and other work that supports our “no wrong door” system of care. This includes supervising a team of Adult and Aging Social Workers and a Social Work Assistant who receive a high volume of calls from the community related to older adult needs and resources. This is a dynamic and multi-faceted position with a breadth of responsibilities that require nuanced clinical decision-making and judgment to more macro-level social work policy and practice. The ADRU Supervisor collaborates closely across programs and supports the design and development of systems and practices that strengthen service delivery, improve efficiency, and advance the overall mission of a coordinated, person-centered system of care. Additional responsibilities include:
Minimum Qualifications
Experience and Education: Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, a Master's Degree in social work, or a Master's Degree from a two-year counseling program, such as marriage and family therapy, clinical counseling, mental health counseling, addiction counseling, and counseling psychology; and at least two years of experience comparable to Adult and Aging Social Worker;
OR,
Graduation from college, with a Bachelor's Degree in social work, sociology, psychology or other behavioral science and at least four years of experience comparable to Adult and Aging Social Worker or two years as a Social Worker Supervisor I overseeing cases involving older or dependent adults and/or people with disabilities or complex medical conditions;
OR,
Academic coursework at a college or university in social work, sociology, psychology or other behavioral science and at least seven years of experience comparable to Adult and Aging Social Worker would provide such opportunity.
License: Possession of a valid driver’s license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, And Abilities
Thorough knowledge of: principles, practices and techniques of social work; casework methods and techniques with particular reference to problems of older and/or dependent adult neglect, abandonment, and abuse; current philosophy and practices in the field of Adult Social Services and gerontology; psychopathology, the different types of mental illness diagnoses, how mental illness affects human behavior and mental health services and treatments utilized by clients; signs, stages and dynamics of abuse, and the effects of abuse on adult behavior; signs and symptoms of alcohol and drug use/abuse in adults and their families/caregivers; standards for maintaining clients safely in the home; options for housing and higher level care; conflict resolution, family dynamics, and caregiver/client dynamics; principles and methodologies of research, analysis, problem solving, and decision making; laws, rules, and regulations governing the operation of public social services agencies and the role and responsibilities of a social worker; medical, legal, economic, and social management needs of individuals and families.
Considerable knowledge of: strategies and protocols surrounding crisis intervention techniques, such as voice modulation; principles of community organization; resources available in the community for referral.
Working knowledge of: principles, techniques, and practices of supervision, training, mentoring, motivating, casework consultation, and peer counseling; principles and practices of organization, workload management and time management.
Ability to: exercise sound judgment when organizing, directing, and prioritizing unit activities; select, train, coach, supervise, evaluate, and discipline subordinate staff; mentor, counsel, and collaborate with staff and foster an environment of teamwork, mutual respect and professionalism; classify case problems and evaluate the effectiveness of effort in solving problems; use social work methods and evaluation techniques to determine appropriate treatment in difficult, emotional, confrontational, and crisis situations while maintaining a professional demeanor; utilize various strategies to address the cumulative impact of a high stress environment; employ effective stress management techniques and methods of self-care; work on-call and extended hours; develop therapeutic relationships in order to conduct crisis intervention and therapeutic social work counseling; exercise tact, objectivity, sensitivity, sound judgment, and cultural awareness; control personal bias and apply social work ethics; assess and evaluate home and family situations to determine if crisis intervention or a safety plan as needed; exercise sound judgment in making diagnostic risk assessments and decisions; develop and utilize community resources to best serve clients' needs; interpret, explain, and apply complex laws, rules, regulations, policies, and procedures; provide guidance and consultation to other staff; use various computer applications, databases, and specialized software programs; write clear, descriptive, and detailed reports under time constraints; maintain confidentiality of files and records; keep and prepare accurate and timely records.

- Planning, organizing, and supporting staff work related to ADRU core functions, including Information and Assistance (I&A), Options Counseling (OC), Short-Term Services Coordination (STSC), Transitions Coordination (TC), and Outreach
- Providing consultation, coaching, and supervision on complex cases, screening, and triage decisions, casework, protective concerns, and clinical judgement
- Leading unit meetings, individual supervision, case conferences, and cross-program coordination meetings
- Serving as a liaison with internal programs and external partners to promote coordinated access to services
- Identifying trends, recurring issues, and systemic barriers, and providing recommendations to management
- Supporting program implementation, staff training needs, and continuous quality improvement efforts
- Experience supervising, training, and/or coaching staff
- The ability to manage difficult or challenging conservations with personnel, clients, or others in the community
- An understanding of aging and disability service systems, “no wrong door” access models, community-based services and support, and the psychosocial and functional needs of older adults, people with disabilities, and their caregivers
- A working knowledge of clinical supervision, crisis intervention, de-escalation strategies, and person-centered, trauma-informed, culturally responsive practices
- Experience working in a call center or high-volume service environment
- The ability to manage competing priorities in a fast-paced setting
- Experience collaborating with healthcare systems, community-based organizations, and multidisciplinary partners
- Knowledge of crisis intervention techniques and risk assessment
- Experience working with community agencies and advocating for older adults and people with disabilities
- Excellent interpersonal and communication skills, with the ability to interact with a diverse client population
- A Master’s degree in Social Work or a closely related behavioral health or human services field is highly desired, but not required
