The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit Organizations, DHS works to prevent homelessness before it begins, reduces street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.
DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.
The Division of Shelter Intake is responsible for the oversight of the day-to-day operations of the agency’s Single Adult, Adult Families and Families with Children’s intake and assessment sites, both directly run and contracted providers. This Division is responsible for ensuring that the City’s most vulnerable population can access shelter, per eligibility criteria, 24 hours a day, 7 days a week, 365 days a year.

The Department Of Homeless Services Is Recruiting Two (2) Administrative Director Of Social Services M-II's To Function As a Resource Director Who Will
- Manage and coordinate day-to-day administrative, operations and/or shelter application resources functions within the Adult Intake Centers ensuring that program services adhere to Federal/State/City and Agency standards and those standards are uniformly enforced throughout the office.
- Be responsible for maintaining an office environment that is sensitive to the needs of clients applying for shelter and associated case members; ensuring that confidentiality standards are fully met and, when breached, safeguards are put in place, and staff training or disciplinary action is initiated as applicable.
- Implement state and local administrative directives, procedures and systems designed to comply with specified time frames and service requirements about client contacts, entitlements, case stabilization, homelessness diversion, CBO referrals, and permanency planning for family cases.
- Establish performance standards, site productivity goals, while directly supervising senior managers, shelter alternatives, and support service staff for procedural compliance, adherence to DHS time and leave regulations, disciplinary actions, and the management of day-to-day administrative activities within their own units at scheduled meetings.
- Coordinate the disbursement of all incoming cases and prompt assignment to appropriate unit/worker; maintain a tracking mechanism to ensure accuracy in work and timeliness of case transactions to be reported to the Program Administrator.
- Provide primary oversight and final approval/disapproval for complex case reviews and ensure resource specialists have explored alternatives to shelter and can demonstrate client/family needs for shelter services.
- Monitor all trends of incoming applicants to assist with directing funds to the appropriate needs to facilitate diversions. Work with an enhanced team of social workers to screen families for all possible diversions back into the community when possible.
- Identify training needs through periodic staff meetings and facilitates the development and enhancement of training modules for staff, ensuring that staff is trained in the interpretation and application of Federal, State, City and Agency policies and procedures.
- Meet regularly and collaborate with the Intake Directors and Program Administrators on multi-situational cases and administrative issues to effect resolution and/or compliance.
- Liaise with community representatives from Community Based Organizations, hospitals, community health centers, physicians, drug programs, and elected officials to identify appropriate diversion/client support when shelter may not be the appropriate option.
Minimum Qualifications
- A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
- Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:
- A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
- Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or
- A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
Preferred Skills
- Extensive prior experience in providing client engagement and process implementation within a social service framework is highly desired. - Special consideration will be given to candidates with an advanced degree and/or an educational background in social work and/or trained in trauma-informed care.
