Summary

Responsible for maintaining the standards of excellence and the integrity of Newark Light Rail’s fleet. Manage the Light Rail Mechanical staff in maintenance, inspection & repair of the Light Rail fleet. Oversee staff schedules, departmental stock/materials requisitions, maintain the budget, and set/achieve safety goals, performance marks and quality assurance goals.

Roles and Responsibilities

  • Manages activities of staff conducting preventive, repair and overhaul maintenance, cleaning and servicing of revenue and non-revenue rolling stock.
  • Establishes and managers maintenance schedules, sets appropriate standards for repair, fleet availability and reliability.
  • Has detailed knowledge of inspection requirements and standards. Maintains required records of fleet maintenance activities and performance to support functions. Establishes and maintains document control for configuration change management, warranty workflow, and modifications. Coordinates with other NLR departments (Transportation, Line, Track, and Service) to support interdepartmental work efforts, identify and correct problems affecting system performance as related to service delivery and train delays.
  • Facilitates On Job Training of fleet technicians for safety and troubleshooting, conduct Job Safety Briefings, participate in accident investigations, compliance audits (internal and external), and develop and/or carry out Corrective Action Plans, and be familiar with conducting Hazard/Risk assessments.
  • Establishes troubleshooting techniques and develops corrective action plans.
  • Manages work and vacation schedules and production staffing levels for assigned staff. Performs various personnel related functions including administering corrective disciplinary action per the collective bargaining agreement.
  • Manages requisitions and forecasts distribution of stockroom parts and materials for fleet and maintenance facility.
  • Manages Foremen to insure they are meeting NLR requirements by way of adherence to Maintenance standards, Safety meetings, training and daily performance.

This Position Supervises

  • 2 Foreman
  • 16 Agreement Staff

Education, Experience, and Qualifications:

  • Bachelor's Degree in Mechanical Engineering or related area desired, and seven (7) or more years of experience in rail rolling stock maintenance, including preventative maintenance, analysis and repair of subsystems, and developing troubleshooting programs required. Supervisory experience and training experience highly desirable.

Knowledge and Skills

  • Excellent communication skills and ability to work in a team environment. Excellent skills utilizing PC-based diagnostic systems and MS Office (or similar) applications, Kronoss, VMIS.

Certificates, Licenses, Registrations:

  • Certifications for HVAC use or welding are desirable.

Working Environment

  • Shop working environment and some outside environment.

Physical Demands

  • This position involves climbing stairs, ladder use, may involve bending over or squatting for periods of time, reaching overhead, stepping over rail, and walking on uneven surfaces in the Yard or RoW.
