Tessera is hiring a Planner Estimator to support Base Maintenance Contract (BMC) operations at the United States Air Force Academy (USAFA). This role is responsible for preparing specifications, drawings, and cost estimates, analyzing blueprints, and managing projects from award to closeout. The Planner Estimator will utilize CMMS tools such as Maximo, coordinate with engineers and contractors, and ensure accurate cost tracking and documentation. Success in this role requires strong attention to detail, effective communication, and a commitment to delivering high-quality support in a mission-critical environment.
Typical duties include but are not limited to:
- Prepare estimates for use in selecting vendors or subcontractors.
- Coordinate and c onfer with engineers, architects, shop personnel, government contracting officer representatives (CORs), customers, contractors and subcontractors on scopes of work to include scope changes and adjustments to cost estimates.
- Analyze blueprints and other documentation to prepare time, cost, materials and labor estimates.
- Consult clients and vendors to discuss and validate estimates and resolve issues.
- Prepare scheduling estimates used by management for purposes such as planning, organizing and scheduling work.
- Manage projects as assigned and utilize the Maximo Computerized Maintenance Management System along with adopted work tracking system .
- Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project.
- Assess cost effectiveness of products, projects or services, and track actual costs relative to bids as the project develops.
- Review material and labor requirements to decide whether it is more cost-effective to produce or purchase components.
- Regularly keep in contact with performing contractors , assist in coordination of subcontractor work schedule and required permits, visit project sites to check progress against approved plans, specifications, and building codes (structural, electrical, plumbing, HVAC , etc. ) .
- Maintain detailed daily logs, take photos, record site conditions, and prepare reports on findings, violations, and recommendations.
- Issue violation notices or stop-work orders for non-compliant work and ensure adherence to safety regulations (OSHA, etc.).
- Manage contract by requestor (CBR) projects , and verify if all requirements are met and completed per the statement of work.
- Complete all contract closeout documentation, including forms 1354 and work capitalization.
- P repar e information, drawings, plans , specifications and statements of work to complete construction and repair projects via in-house or outside sources as directed .
Qualifications
- 5–8 years of experience in project planning, estimating, or facilities management.
- Bachelor’s degree in Engineering, Construction Management, or related field (or equivalent combination of education and experience).
- Familiarity with USAFA facility operations and Base Maintenance Contract (BMC) procedures is a plus
- Strong analytical and math skills for cost estimation and budgeting.
- Proficiency in reading and interpreting blueprints and technical documents.
- Experience with CMMS systems (Maximo preferred).
- Excellent communication and coordination skills.
- Proficiency in Microsoft Office (Excel, Word, Outlook
- Advanced training or certifications in project management or cost estimation.

- May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.
- Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.
- Must have the perseverance to work effectively under pressure for extended periods of time.
