Project Manager: Planning & Development M&O at MAAS Companies
The Work
You manage the planning and development phase of school modernization projects for LAUSD from inception through design and into construction bidding. You're the point person coordinating across multiple stakeholders: LAUSD staff, architects, engineers, utility companies, federal and state agencies, and internal LAUSD leadership.
This is complex project management on large-scale capital projects. You oversee pre-construction and project development, manage budgets, track schedules, and ensure projects stay within scope and the original approved definition. You resolve disputes between design teams and LAUSD requirements. You're writing status reports to upper management, coordinating with public agencies on environmental and state requirements, and keeping projects moving through design and into bid.
The work is about organization, communication, and problem-solving. You're managing multiple concurrent projects, many in different phases. Some are in early planning; others are deep in design. You need to think several steps ahead, anticipate problems, and coordinate across departments that don't all report to the same person. This is steady, consequential work: the projects you manage will be built and will serve students for 50+ years.
Requirements
What You'll Own
- Manages, oversees, and coordinates all facets of pre-construction, project development, bid/award, and project close-out phases of assigned projects
- Works with design teams to focus on the approved original project scope and prevent scope creep
- Plans, organizes, and prepares reports to upper management with respect to status and progress of projects
- Coordinates with all pertinent public agencies (EPA, state education, utility companies) to complete federal and state requirements; coordinates with utility and government agencies to obtain timely action on successive project phases
- Monitors project budgets on a monthly basis and ensures budgets accurately reflect project status and progress
- Resolves complex planning, design, and construction project-related issues, disputes, and disagreements
- Reviews status and overall planning, design, and construction project progress; ensures project scopes stay within the approved project definition
- Assists project team with contracts, bid planning, and contract administration
- Implements project and program policy guidelines and procedures; recommends and implements approved changes
- Evaluates new developments and strategies affecting program objectives and results
- Works with technical personnel to estimate costs of building and alteration projects
Preferred
- Direct experience with LAUSD, other California school districts, or large public education systems
- Knowledge of school modernization program requirements and constraints
- Experience managing projects with federal or state funding requirements
- Familiarity with California environmental review and permitting processes
- Background in facilities or capital planning for education institutions
