Compensation*: Competitive starting salary $88,800 - $112,800 commensurate with skills and experience, Full Pay Range: $88,800 - $136,700

Our Location

Energy Trust provides for a range of work location options, including remote, hybrid and in-office work. This position will represent Energy Trust in public settings and potentially at community events. We are open to candidates who live throughout Oregon and Washington. The Program Manager, Communities would be expected to report to the office on a quarterly basis, at minimum.

What We’re Looking For

Energy Trust is expanding work to better serve Oregon communities through our programs. The Program Manager – Communities is responsible for executing the launch and management of community-focused offers and initiatives. Initial areas of focus will include building tools and frameworks that expand and enable holistic participation across Energy Trust’s programs for customers such as municipalities, local governments, and Tribal organizations, driving continuous improvements to our programs based on community needs and priorities. This role’s focus may expand to additional communities and strategies over time.

This position is a key contributor to the Communities Team on Energy Trust’s Program Integration Team, which is embedded within the organization’s broader Energy Programs Group. This Sector is responsible for developing and implementing cross-program strategies and initiatives to increase access to clean energy solutions for all of Energy Trust’s customers. This position reports to the Sr. Program Strategies Manager - Communities and will work closely with other roles throughout the organization.

This position is expected to report to the Portland office quarterly at a minimum for all staff and other in-person meetings. This position will also be expected to travel occasionally to regions in our service territory.

What You’ll Do

  • Design and implement programs and strategies, identify and deploy resources, and execute best practices in support of community customers such as municipalities, counties, local governments, Tribes, and other organizations seeking to implement holistic clean energy solutions within their communities.
  • Create processes, tools, and documentation that support collaboration and alignment across Energy Trust offers and engagement pathways, working closely with Programs teams whose work supports community programs and offers, in support of outreach efforts and working closely with marketing, communications, legal, and finance teams.
  • Develop and advance continuous improvements based on identified gaps in serving communities and customers, driving efforts to reflect community energy needs and priorities into programs and offers. This includes collaboration and information sharing across Energy Trust Programs and Outreach teams and facilitating the process to implement program updates.
  • Actively support strategic partnerships with public and private sector partners to advance clean energy solutions for communities. Provide guidance to other program implementation teams based on established organizational best practices for inclusive program design and community engagement.
  • Manage all aspects of assigned initiatives, including: developing and managing to launch plans for new initiatives, creating program plans and process documentation, goal setting, developing and managing budgets, stakeholder engagement and regulatory compliance, program development, and implementation of cross-program initiatives.
  • Apply best practices for program management, project management, and quality assurance, ensuring efforts meet internal and external financial, audit, evaluation, and public communication requirements.
  • Manage and contribute to day-to-day cross-program collaboration activities with team members, cross-functional groups and subject matter to ensure team members are aligned and deliverables are on track.
  • Work on multiple concurrent team-based initiatives.
  • Perform other job-related duties as assigned.

SUPERVISORY RESPONSIBILITY

• This position has no supervisory responsibilities.

Requirements

What You’ll Need

  • Bachelor’s degree in a related field or equivalent professional experience
  • Five years of experience in program and/or project management, preferably in clean energy, community planning, local government, or another related field.
  • Experience working with municipalities, local governments, or similar organizations, with demonstrated understanding of planning, budget and decision-making processes for these groups.
  • Familiarity with navigating multiple funding sources, grant writing and management preferred.
  • Familiarity with energy resource planning, benchmarking, clean energy solutions and technologies preferred but not required.
  • Two years of direct experience in managing contracts, including writing and managing scopes of work, tracking and/or managing budgets and deliverables.
  • Experience in program design, delivery, and all phases of implementation.
  • Experience developing and managing program plans and procedures, including developing clear documentation of processes and expectations.
  • Familiarity with applying practices of community- and/or equity-centered design and engagement preferred.
  • Excellent organizational and project management skills, with the ability to navigate and foster strong working relationships across various internal and external groups.
  • Excellent interpersonal communication skills and writing abilities. Strong public speaking abilities.
  • Successful experience working within multidisciplinary teams and working constructively with parties that may have divergent interests.
  • Must be able to interact with a diverse workforce and be comfortable working in culturally diverse settings and groups.
  • Proficient knowledge of MS office suite and enterprise software applications.
  • Understanding of Oregon energy policy and regulatory framework preferred.
