and the integration of immigrant communities by identifying needs and opportunities that immigrants bring to our

city, while developing public-private partnerships to strengthen the development.

Position Overview

Our client seeks a Preparedness and Response Coordinator to lead and

strengthen Baltimore City’s preparedness, coordination, and response efforts in response to policies and practices

impacting immigrant communities.

This position strengthens Baltimore’s preparedness and response capacity by coordinating cross-sector planning,

building partnerships with community and legal service organizations, and supporting timely, multilingual

communications. Working closely with city agencies, nonprofit partners, rapid response networks, and executive

leadership, the Coordinator helps maintain a coordinated, community-informed response framework that protects

residents’ rights and promotes public trust.

Key Responsibilities

Preparedness and Response Coordination

  • Coordinate citywide preparedness and rapid response efforts related to immigration enforcement activity.
  • Support cross-agency communication and coordination among city departments, legal service providers,

community-based organizations, and trusted community leaders.

  • Coordinate and staff the Baltimore Immigrant Resource Alliance Group and other stakeholder coordination

networks.

  • Support the development, implementation, and maintenance of rapid response protocols and contingency

planning efforts.

  • Co-coordinate tabletop exercises and preparedness simulations to assess and strengthen response systems.
  • Maintain coordination with rapid response networks and external partners to support impacted

communities during enforcement activity.

Policy, Research, and Strategic Advising

  • Monitor and research evolving federal immigration policies, enforcement practices, and legal

developments.

  • Monitor and research enforcement related data
  • Develop briefings, recommendations, and strategic guidance for executive leadership.
  • Identify operational, legal, and community impacts of proposed or enacted federal actions.
  • Advise leadership on strategies to minimize harm, protect residents’ rights, and maintain community trust.

Community Resources and Communications

  • Work with in a team to update guidance materials, toolkits, and resource documents for residents,

service providers, businesses, and community stakeholders.

  • Work with the language access team to coordinate multilingual emergency communications and

expedited translation services during enforcement-related incidents.

  • Identify and develop contingency resources and partnerships, including emergency food access and family

support pathways during periods of heightened enforcement activity.

  • Support the development of outreach materials to address misinformation, rumors, and community

concerns.

Fund Development and Infrastructure Support

  • Support fundraising and philanthropic engagement efforts related to preparedness and rapid response

infrastructure.

  • Assist in developing campaigns to increase individual contributions to the Baltimore Immigrant Community Fund.
  • Identify resources and supports to foster resilience and sustainability for service providers and frontline

partners assisting immigrant communities.

  • Maintain systems and infrastructure that support long-term cross-sector coordination and readiness.

Qualifications

  • Master's degree or bachelor's degree and at least 3 years of experience in public policy, public

administration, social work, law, community organizing, emergency management, or a related field

preferred.

  • Experience coordinating multi-stakeholder initiatives involving government agencies, nonprofits, and

community partners.

  • Knowledge of immigrant-serving systems, immigration policy, community engagement, and/or rapid

response coordination preferred.

  • Strong research, policy analysis, and written communication skills.
  • Ability to manage multiple priorities and respond effectively in fast-paced or rapidly evolving situations.
  • Experience facilitating meetings, coalition-building, and cross-sector collaboration.
  • Demonstrated ability to work effectively with culturally and linguistically diverse communities.

Work Environment and Appointment

  • Hybrid work environment with expected in-person presence at community events, workshops, and

stakeholder meetings.

  • Some evening and weekend work may be required.
  • This position is a temporary, full-time appointment with an anticipated duration of two (2) years.

Employment is expected to conclude at the end of the two-year term unless extended based on

organizational needs, funding availability, or project requirements.
