GENERAL STATEMENT OF RESPONSIBILITIES

Under general supervision, this position is responsible for providing administrative and operational support to the Property Manager in the oversight and maintenance of the City, EDA and IDA-managed properties. Reports to the Property Manager.

ESSENTIAL JOB FUNCTIONS

Assists with performing scheduled and unscheduled maintenance and repair activities for all IDA and EDA properties and buildings on City properties. Monitors landscaping and overall condition of common areas within industrial parks and commerce centers, as well as developed and undeveloped land owned, managed, or otherwise under the responsibility of the IDA, EDA, the City, and the Department of Development, to ensure adherence to maintenance standards. Works closely with business development staff to maintain properties in excellent condition for site visits by prospective purchasers or tenants. Assists in showing properties to prospective purchasers or tenants.

Researches, develops, recommends, implements, and monitors projects and programs to maximize income potential and minimize expense exposure related to all properties owned and leased by the IDA, EDA and City. Maintains property records, scheduled maintenance history records, energy tracking, work orders, insurance records, and other necessary information related to IDA, EDA, and City properties. Reviews, assesses, and monitors liability and property insurance on properties owned, leased to, or leased by the IDA and EDA, and City property that is managed by the Department of Development.

Monitors, evaluates, and makes recommendations concerning the holding costs (utilities, insurance, security, and maintenance expenses) of all owned and leased properties, including establishment and termination of holding costs when properties are acquired and when ownership terminates. Audits bills and authorizes payments. Monitors invoicing and collection of IDA and EDA stormwater management fees and reimbursements. Monitors invoicing and collection of IDA and EDA payments in lieu of taxes (PILOTs).

Assists with coordination of rail spur maintenance in Oakland Industrial Park on behalf of the EDA and IDA. Provides support in managing and coordinating responses to homeless activity on City, EDA, IDA, and other managed properties, including coordination with external service provider partners.

Supports parking enforcement and collecting parking and towing fees in lots and garages owned and managed by the IDA, EDA and the City. Assists with the projection, collection, monitoring, and deposit of all parking lot revenue. Prepares related reports as needed. Assists with enforcement of street and sidewalk vendor ordinances.

Coordinates with Virginia Utility Protection Service in marking utilities owned by the IDA, EDA and City. Maintains vehicle accident information for insurance reimbursement on properties that are owned or managed by IDA, EDA and City properties that are overseen by the Department of Development.

Inspects, arranges and oversees maintenance of Public Art, Green Foundation lots and coordinates sign installation. Supports coordination for special events in the City to include events held on City, EDA and IDA properties.

On call for property management and maintenance issues, including on weekends and outside of typical work hours. Performs other duties as assigned.

REQUIRED KNOWLEDGE

  • Property and Parking Lot Management - Knowledge of commercial real estate and property management processes and practices. Knowledge of the fundamentals of accounting, business administration, economics, finance, budgeting, cost benefit analysis, insurance and construction. Knowledge of real estate practices, principles and laws. Knowledge of parking management.
  • Technology - Knowledge of computer applications, including word processing and spreadsheet software.
  • Customer Service - Thorough knowledge of principles and processes for providing customer services. Demonstrates professionalism and responsiveness in interactions with tenants, vendors, contractors, and the general public. Handles inquiries and service requests promptly and courteously. Supports resolution of property-related concerns in coordination with the Property Manager, ensuring a positive experience for all parties involved.

REQUIRED SKILLS

  • Interpersonal Relationships
- Ability to establish and maintain effective working relationships with City officials, employees of other City departments, representatives, agencies and private sectors individuals and entities.

  • Computer Skills - Utilizes a personal computer with word processing, spreadsheet, and related software to effectively complete a variety of tasks with reasonable speed and accuracy.
  • Time Management - Ability to plan, prioritize, and manage multiple tasks across various properties and assignments. Maintains schedules for inspections, maintenance, and reporting deadlines. Uses sound time-management techniques to meet operational timelines and support the Property Manager efficiently.

REQUIRED ABILITIES

  • Communication - Excellent ability to effectively communicate ideas and proposals verbally and in writing, to include the preparation of detailed reports which include numerical information and statistics.
