This position is primarily responsible for providing administrative oversight at a program. It ensures compliance with all internal policies and procedures, as well as all regulatory bodies and is instrumental in program quality improvement and the development of new agency initiatives.

Essential Duties and Responsibilities

  • Ensures the administrative oversight of the program, Staff and Residents.
  • Provides supervision and consultation while monitoring services received by all Residents.
  • Implements and monitors performance-based standards for all governing bodies.
  • Facilitates utilization review, quality assurance, and the program’s compliance with all regulations.
  • Oversees all financial expenditures and income, including ensuring budgetary compliance, writing budget narratives and preparing the yearly program budget submission.
  • Reviews all evaluations, admissions, treatment plans, Resident chart maintenance, continuing stays, case conferences and discharges for compliance with agency policies, contracts and regulations.
  • Writes and/or revises agency policies, procedures, and compliance manuals as required.
  • Maintains positive relationships with Government representatives, providers and the community.
  • Is responsible for therapeutic, residential and employee quality assurance.
  • Develops and oversees educational activities and groups, along with recreational, social and other required program activities.
  • Ensures that all necessary universal precautions are used to limit the transmission of infectious diseases.
  • Ensures the provision of direct case management of Residents as needed.
  • Ensures there is an active Resident Government process at assigned program with

weekly involvement in house meetings. Provides regularly scheduled supervision to

program staff, inclusive of appropriate documentation of such and conducts timely

annual performance evaluations.

  • Ensures proper role assignments and shift scheduling of staff based on their position,

qualifications, agency requirements and the OASAS Scope of Practice.

  • Conducts the hiring process for new program staff in consultation with HR and their

assigned Supervisor. Maintains personnel files according to policy and procedure for

employees, along with protecting the confidentiality of such records.

  • Provision of new hire and ongoing training for new employees, along with ongoing

assessment to identify further training needs. Program Managers will ensure connection

to required trainings.

  • Maintains on-call status for consultation and emergencies.
  • Conducts in-service training for the agency as assigned by the Director of Clinical

Services, Executive Director or designee.

  • Attends and participates in agency special events.
  • Assists in the implementation of the agency’s strategic plan.
  • Serves on or chairs agency Committees as requested by the Clinical Director and/or

Executive Director or designee.

  • Is mindful of and integrates Trauma-Informed Care and its five principles in all duties and

interactions with fellow staff, residents, and external partners.

  • Maintain and model appropriate ethical interactions and boundaries at all times.

Consistent observation and assessment of staff interactions for “red flag” behaviors in

effort to prevent potential boundary issues and to reinforce positive boundaries and

ethical interactions to maintain a healthy, safe and professional atmosphere.

  • Maintains compliance with all required rules and regulations, including Federal

Confidentiality (42 CFR, Part 2), HIPAA, Medicaid and/or HUD, and any others.

  • Monitors program staff compliance with all relevant rules and regulations.
  • Regular attendance at work location.

  • Other duties may be assigned.

Requirements:

  • Master’s degree in social sciences or human relations field and an Advanced or Masters

level CASAC or other qualified health professional status. Five years’ full-time paid work

experience in chemical dependency treatment, two years of which must be in a

supervisory role. Other appropriate human services or mental health work experience

may be applied to the experience requirement.

  • Must possess a New York State driver’s license with an acceptable Motor Vehicle Record & reliable automobile.
