Community Manager (Housing Authority-Owned and Managed Apartment Community)

FLSA Status – Non-exempt

Position Summary

The Community Manager is responsible for the overall management, operations, occupancy, financial performance, and resident satisfaction of a housing authority-owned apartment community. This position ensures compliance with federal, state, and local housing regulations while fostering a safe, welcoming, and well-maintained community for residents.

The Community Manager oversees leasing and resident services, coordinates maintenance activities, and serves as the primary representative of the housing authority at the property.

Reports To: Multi-Site Property Manager / Deputy Director

Essential Duties and Responsibilities

Property Operations

  • Supports the Multi-Site Property Manager with managing the day-to-day operations of the apartment community.
  • Ensure the property is maintained in a safe, attractive, and sanitary condition.
  • Conduct regular inspections of buildings, grounds, common areas, and vacant units.
  • Promote a culture of teamwork, accountability, and excellent customer service.

Leasing and Occupancy

  • Assists Multi-Site Property Manager with all leasing activities, including marketing, applications, waiting lists, move-ins, and move-outs.
  • Maintain high occupancy levels of 98% while adhering to housing authority policies and fair housing requirements.
  • Ensure accurate tenant files and documentation.
  • Process annual and interim recertifications as required by applicable housing programs

Resident Relations

  • Foster positive relationships with residents and community stakeholders.
  • Address resident concerns, complaints, and disputes professionally and promptly.
  • Coordinate resident meetings, community events, and resident engagement initiatives.
  • Promote a respectful and inclusive living environment.

Compliance

  • Ensure compliance with:
    • HUD regulations
    • Low-Income Housing Tax Credit (LIHTC) requirements (if applicable)
    • Housing Choice Voucher (HCV) requirements
    • Fair Housing laws
    • Housing authority policies and procedures
  • Prepare for audits, inspections, and agency reviews.
  • Maintain accurate records and reports.

Financial Management

  • Assist Multi-Site Property Manager prepare and administer operating budgets.
  • Monitor revenues and expenses to achieve financial goals.
  • Ensure timely rent collection and follow established delinquency procedures.
  • Prepare monthly financial and occupancy reports.

Community Development

  • Collaborate with resident service coordinators and community partners.
  • Support programs that improve resident well-being and self-sufficiency.
  • Participate in planning for property improvements, renovations, and redevelopment projects.

Knowledge and Skills

  • Knowledge of HUD regulations and affordable housing programs.
  • Strong leadership and team management skills.
  • Excellent customer service and conflict-resolution abilities.
  • Budgeting and financial management experience.
  • Strong written and verbal communication skills.
  • Proficiency in property management software and Microsoft Office applications.
  • Ability to interpret and apply regulations, policies, and procedures.

Physical Requirements

  • Ability to walk the property and inspect units.
  • Ability to climb stairs and access all areas of the community.
  • Ability to lift up to 25 pounds occasionally.
  • Ability to work both indoors and outdoors in varying weather conditions.

Required Qualifications

Education

  • High School Diploma or Equivalent

Experience

  • Three to five years of progressively responsible property management experience.
  • Experience with affordable housing, public housing, Section 8, LIHTC, or other subsidized housing programs preferred.

Certifications (Preferred)

  • Certified Occupancy Specialist (COS)
  • Housing Credit Certified Professional (HCCP)
  • Certified Apartment Manager (CAM)
  • Public Housing Manager (PHM)
