Position Summary
As our Training & Development Manager, you will serve as the organizational lead for employee learning, professional growth, and talent pipeline development across Winchester Interconnect. This is a strategic and hands-on role where you will be responsible for designing, implementing, and managing comprehensive training programs, people development initiatives, and succession planning frameworks aligned with the demands of our aerospace, defense, and industrial markets.
You will partner closely with HR, Operations, Engineering, and Quality leadership to build a culture of continuous learning and operational excellence. The ideal candidate brings a strong background in training program management, adult learning principles, and talent development within a regulated manufacturing environment, combined with a passion for growing people at every level of the organization.
This position reports to the Director, HRBP.
Qualifications & Requirements
- 5+ years of experience in training, learning & development, or HR in a manufacturing environment, preferably within aerospace, defense, or a similarly regulated industry.
- Demonstrated experience designing and managing training curricula, leadership development programs, and succession planning processes.
- Familiarity with IPC/WHMA-A-620, J-STD-001, AS9100, or similar quality and workmanship standards is a strong plus.
- Proficiency in reading and interpreting engineering drawings, technical documentation, and assembly specifications is preferred.
- Experience working with Learning Management Systems (LMS) for training tracking, certification management, and reporting.
- Strong analytical skills with the ability to leverage data and performance metrics to assess program effectiveness and drive continuous improvement.
- Excellent communication, facilitation, and organizational skills with the ability to engage diverse audiences across all levels of the organization.
- Proficient with Microsoft Office Suite and Google Workspace.
- Bilingual (English/Spanish) is a strong plus.
- Bachelor's degree in Human Resources, Organizational Development, Education, or a related field preferred; equivalent experience considered.

- Design, develop, and maintain training curricula covering technical, operational, and professional development content across all employee levels and functions.
- Build and manage a structured people development framework that identifies high-potential employees and supports their growth through targeted development plans.
- Lead succession planning efforts in partnership with HR and department leadership, ensuring a strong internal talent pipeline for critical roles across the organization.
- Deliver and facilitate training programs in multiple formats including instructor-led, hands-on workshops, group learning sessions, and functional assessments.
- Partner with Quality, Safety, Engineering, Production, and HR departments to identify skill gaps, address development needs, and align training priorities with business objectives.
- Track and maintain accurate records of all training completions, certifications, assessment scores, and recertification timelines through the LMS.
- Leverage performance data and feedback to continuously evaluate and improve training program content and delivery.
- Support HR in core people functions including onboarding, performance management processes, and compliance training to ensure consistent and positive employee experience.
- Develop and lead initiatives that promote employee engagement, retention, and career advancement at all levels of the organization.
- Support the Company's mission, vision, values, and goals in the performance of daily activities.
- Comply with all company policies and procedures.

Pay Transparency
Winchester Interconnect Corporation is committed to pay transparency. The pay range for this position is $100,000 - $130,000 per year plus 5% AIP. Exact salary will be contingent upon your experience, education, skills, and any other factors Winchester Interconnect Corporation considers relevant to the hiring decision.
