Brief Description
Job Objective
Under the direction of the Chief Nursing Officer (CNO) or designee, the Director of the Labor & Delivery, Triage, Antepartum, and WIP OR and PACU Departments is a Registered Nurse who is responsible for organization and planning, personnel management and development, facilitation of communication, management of resources, maintenance of a safe work environment, and adherence to standards of care within Labor & Delivery Department. Accountability: Requires 24 hours for all activities of the units. Units include: Labor and Delivery (L&D), LD Triage, Antepartum, Operating Room (OR), PACU and other units as designated. Fully accountable for the operational functions of assigned departments including, but not limited to, recruiting, selection, evaluation, promotion, budgeting, programs, policies, and planning. Fully accountable for assigned departments' adherence to Medical Center-wide policies, regulations imposed by regulatory and accrediting agencies, and public relations image. Accountable for all accrediting and licensing of assigned departments.
Duties and Responsibilities
- Organization and Planning
- Formulates department mission statement and/or philosophy with input and approval of staff members.
- Formulates goals and objectives with input of staff and validates annually.
- Develops and routinely assesses operational plan including delivery care model and staff mix.
- Maintains appropriate equipment and supplies.
- Ensures regulatory compliance within the departments.
- Strategic planning and implementation of evidence-based practices, as well as necessary designations.
- Develops new ideas and or systems with innovation and creativity. Challenges the status quo for improved efficiencies.
- Personnel and Management Development
- Develops/updates job descriptions and performance standards.
- Evaluates staff performance including use of staff competency and performance improvement data.
- Accountable for staff selection, hiring, discipline, and employment terminations.
- Moderates personnel problems and resolves patient/family care complains using good problem solving techniques.
- Ensures that staff is in compliance with licensure and other mandatory department requirements annually.
- Evaluates staff performance per established policy, including the use of staff competence and quality improvement data.
- Mediates personnel problems and resolves complaints using good problem solving techniques and customer service initiatives.
- Demonstrates knowledge or administrative and human resources policies and procedures, and understands correct labor relations management
- Communication
- Has mechanisms in place for communicating meeting minutes, policy and procedure changes, and other information to staff members.
- Promotes an environment in which the healthcare team can work cooperatively and professionally.
- Regularly meets with management and staff members of all shifts to become aware of needs, problems, and views for process improvement.
- Financial Resources Management
- Develops and recommends department operating and capital budgets.
- Assists in establishing budgets for assigned departments. Monitors revenues and expenditures against established budgets.
- Ensures that department operates within established budget.
- Prepares and manages FTE budget, including developing staffing plans and managing monthly and daily staff schedules.
- Accountable for unit productivity.
- Develops and utilizes the budget as a planning and control tool.
- Develops departmental strategic objectives and new programs
- Education and Orientation
- Accountable for development and implementation of orientation and education programs.
- Accountable certification examinations, orientation, and educational programs for all staff.
- Coordinates learning experiences for nursing students.
- Maintains an appropriate level of professional competence by ongoing development of knowledge and skills.
- Participates in management meetings and management development programs.
- Conducts regular staff meetings for dissemination of information, education, and staff input.
- Assumes reasonability as a self-directed professional for on-going education based on individual-identified needs.
- Accountable for development and implementation of standards of care and practice.
- Staff Participation
- Encourages staff participation in hospital-wide committees allocating time appropriately.
- Encourages leadership development for tall members.
- Accountable for patient/family education provided by staff on unit.
- Performance Improvement
- Participation in clinical pertinence reviews.
- Establishes and maintains a quarterly and annual report of Performance Improvement activities for department.
- Participation in Performance Improvement Teams.
- Plans for staff participation in process improvement Teams.
Non-Essential Duties
- Serves as a resource for staff regarding equipment use.

Education
- Graduate of Accredited School of Nursing required
- BSN required
- MSN highly preferred
Experience
- Minimum of 2 years’ labor and delivery experience
- Evidence of progressive leadership experience, which may include experience as a charge nurse and/or manager
- Previous director experience preferred
Required Licensure and/or Certifications
- Current license from the state of California as a Registered Nurse
- Unit specific specialty certification
- BLS certification
- ACLS certification
- NRP certification
- AWHONN Advanced Fetal Monitoring certification
