Quality Control Manager at F.H. Paschen
Report to the Senior Project Manager / Project Executive and perform oversight and implement project specific quality control plans and ensure project team members and subcontractors are complying with company quality control plan requirements and project contract requirements. Assist the Senior Quality Control Manager with development of project specific quality control plans and performing quality audits.
Assigned Responsibilities
- Manage and implement the project specific Quality Control Plan
- Manage and supervise the Quality Control Technician and Independent Testing Agencies.
- Monitor field work performed by Independent Testing Agencies and fabrication/manufacturing companies.
- Perform receiving inspections of material to be used in project work and compare with approved submittals and specifications.
- Monitor subcontractor work to ensure compliance with company standards, project contract requirements and industry standards when applicable.
- Coordinate and Schedule quality inspection testing needs with project teams and QC Managers.
- Able to identify non-conforming work and develop corrective action plans.
- Ability to write effective non-conformance reports.
- Review/Prepare quality reports and quality records in compliance with company quality procedures.
- Process, file and maintain project quality control documentation in Site Specs.
- Develop a strong understanding/working knowledge of company quality control program and applicable industry standards.
- Develop an understanding of project contract requirements and specifications.
- Create and document on a quality log, material receiving, ITA Testing reports, non-conformance reports and other deficiencies to track quality activities and status.
- Develop new quality control check sheets when required and submit to Sr. QCM for approval.
- Perform internal/external quality control audits.
- Review project schedule for quality inspection and testing needs.
- Attend weekly owner progress meetings when required.
- Attend weekly subcontractor meetings.
- Attend pre-activity meetings prior to start of work.
- Develop contract scopes for testing firms and inclusions for subcontractors.
Requirements
- Good working knowledge of industry Building standards, Bridge and Highway standards and federal/local government agencies quality control requirements and specifications.
- Ability to effectively work well with Testing Agencies, subcontractors, and project staff members.
- Strong verbal/written communication skills.
- Strong managerial skills.
- Strong organizational skills.
- Pays attention to detail and has potential to identify acceptability and rejectability of work based on contract requirements.
- Ability to determine acceptability and rejectability of work based on contract requirements, industry standards and/or assigned criteria.

Education, Training and Experience
- Four-year degree in Engineering or Construction Management or equivalent combinations of technical training and/or construction experience.
- Minimum 10 years of related quality assurance/quality control, inspection, or operations experience in construction industry.
- QA/QC certifications, Licensed architect or engineer, inspection certifications and/or related certifications are desirable but not required.
- CQM-C / USACE
- Previous experience working with Corps of Engineers / Military Installations / Federal Gov’t / NAVFAC etc
- EM-385
- ICD-705 experience / familiarity
- OSHA 30
- CPR/First Aid
Technical Skills
- Strong use of computer skills and MS 360, Microsoft teams, Procore,
- Working knowledge of MS Office to include Outlook, Excel & Word, Procore, Site Specs
- Proficient in the use of mobile device smartphone and/or tablet
