Job Duties and Preferred Qualifications

We are seeking a Finance Manager who will provide strong financial leadership, deliver strategic analysis, oversee comprehensive budget management and reporting, guide operational and team performance, and foster effective collaboration across departments.

Financial Leadership & Strategic Analysis

  • Lead development, monitoring, and administration of the department’s $90M annual operating budget, ensuring accuracy across revenues, expenditures, transfers, and debt service.

  • Conduct advanced financial analysis to identify trends, risks, and opportunities, providing clear insights and recommendations that support strategic decision‑making.

  • Prepare financial forecasts and highlight areas requiring action; present findings and strategic recommendations to senior leadership.

  • Perform cost‑benefit analyses, program evaluations, and long‑range fiscal research to support data‑driven planning and decision‑making.

Budget Management & Reporting

  • Oversee annual budget development and serve as the department’s primary point of contact for budget guidance, training, and issue resolution.

  • Compile and report financial data for national and local surveys, ensuring accuracy and compliance.

  • Coordinate appropriation transfers, grant budgets, and related financial activities.

Operational & Team Leadership

  • Manage and guide the Finance Unit, including staff supervision, workflow coordination, and continuous improvement of business processes.

  • Oversee core financial functions such as accounts receivable, accounts payable, and purchasing, ensuring efficient and compliant operations.

Cross‑Departmental Collaboration & Representation

  • Respond to financial inquiries from City Council, auditors, internal departments, and the public, ensuring transparent and timely communication.

  • Serve as liaison to the City’s Budget Office and represent the department on cross‑departmental and citywide committees.

  • Support development of departmental goals, performance measures, and major initiative planning through project leadership and coordination.

The ideal candidate must have proven experience managing large, complex operating budgets ($50M+), including revenue, expenditures, transfers and debt service, and must have managed a team responsible for large-scale financial operations. This candidate has also demonstrated strong communication skills for presenting financial insights and budget- and finance-related trainings, partnered with stakeholders at all levels of an organization to determine and implement organization wide business process improvements, and has served as a budget/financial subject matter expert with substantial experience conducting financial analysis to identify trends, risks, and opportunities.

Minimum Requirements

Minimum Qualifications: Bachelor’s degree in Accounting or related and six (6) years of experience utilizing the knowledge, skills, and abilities associated with such positions as Accountant OR an equivalent combination of education (above high school level) and/or experience equivalent to ten (10) years in fields utilizing the knowledge, skills, and abilities associated with this position. Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
