Inspector/Locator I at Jordan Valley Water Conservancy District

Jordan Valley Water Conservancy District is seeking a dependable, safety-conscious individual to join us as an Inspector/Locator I. This position performs utility locating, construction inspection, and easement monitoring activities that help protect District pipelines, facilities, and other critical infrastructure.

Position Overview

The Inspector/Locator I locates and marks District pipelines and utilities, fulfills Blue Stakes requests, monitors construction near District facilities, and inspects easements and rights-of-way. The position works closely with contractors, utility owners, property owners, customers, engineers, and District employees to protect infrastructure and ensure work complies with District requirements.

Primary Responsibilities

• Fulfill Blue Stakes requests and locate documented and undocumented pipelines using locator equipment, drawings, maps, GIS information, valve locations, and knowledge of the District's system.
• Locate utilities on District property, including water, gas, fiber-optic, storm drain, sewer, and electrical lines.
• Inspect and document construction activities and utility crossings over or under District pipelines and facilities.
• Coordinate with contractors and utility owners to address installation concerns and ensure compliance with District specifications.
• Perform water-line flushing, pressure testing, chlorination, and bacteriological testing.
• Repair coating damage and prepare as-built drawings, utility drawings, photographs, and other project documentation.
• Monitor District pipelines, easements, and rights-of-way for encroachments or other threats.
• Work with contractors and property owners regarding easement protection requirements and easement awareness.
• Coordinate pipeline shutdowns and notify affected customers.
• Maintain assigned vehicles, locating equipment, tools, and other District property.

Minimum Qualifications

• High school diploma or equivalent.
• At least two years of job-related experience.
• Valid Utah driver license.
• Utah Grade IV Water Distribution Operator certification.
• Utah Department of Transportation flagging certification.
• Forklift certification.

Knowledge and Skills

The Successful Candidate Should Have

• Experience using utility-locating equipment, GPS equipment, leak-detection equipment, hand tools, and related field equipment.
• Ability to use Blue Stakes ticket-management software.
• Knowledge of engineering terminology and the ability to read maps, easements, design drawings, and blueprints.
• Basic mathematical skills, including calculating rates, ratios, percentages, fractions, and decimals.
• Ability to prepare routine reports and communicate effectively with contractors, property owners, customers, government agencies, and District employees.
• Sound judgment and the ability to analyze information and solve field-related problems.

Schedule and Work Requirements

This is a full-time, nonexempt position working 40 hours per week. The assigned schedule will generally be either:

• Monday through Thursday, 6:00 a.m. to 4:30 p.m.; or
• Tuesday through Friday, 6:00 a.m. to 4:30 p.m.

The position participates in a rotating 24-hour emergency standby schedule and must be able to respond to work within 30 minutes while on standby. Occasional overtime, after-hours, holiday, and weekend work is required.

This position is not eligible for remote work.

Physical and Working Conditions

The position regularly involves outdoor work, driving in hazardous traffic conditions, walking, standing, bending, kneeling, crouching, crawling, climbing, and working around active construction areas. Frequent work in confined spaces is required. The employee must regularly lift up to 10 pounds, frequently lift 11-30 pounds, and occasionally lift 30-50 pounds. The work environment may be loud and may include exposure to weather, moving equipment, chemicals, electrical hazards, vibration, and elevated work areas.
