Procon seeks an experienced Digital Delivery Manager / Data Analyst to oversee program information systems, business process integration, workflow automation, data governance, reporting, and technology implementation across a complex capital program.
The Digital Delivery Manager / Data Analyst will translate project and program delivery requirements into practical digital workflows, dashboards, data structures, records, and reporting environments that support program management, design, construction, security, commissioning, turnover, and closeout activities. The position will work closely with project stakeholders to improve information management, data quality, process efficiency, reporting consistency, and visibility into program performance. This role requires various skills and experience as listed below.

Requirements
Qualifications and Skills
- Bachelor’s degree in Information Systems, Engineering, Construction Management, Business Analysis, or a related field.
- Minimum of 7 years of experience in PMIS administration, business process management, or digital delivery.
- Experience implementing and supporting enterprise information systems.
- Strong requirements-gathering, business analysis, and process-mapping skills.
- Ability to obtain and maintain a NACI/Top Secret security clearance to satisfy project-specific site access and badging requirements.
- Experience administering Kahua or similar Project Management Information System (PMIS) platforms preferred.
- CBAP, PMI-PBA, PMP, or equivalent professional certification preferred.
- Experience supporting large-scale capital programs preferred.
- Familiarity with Primavera P6, BIM, GIS, Power BI, and/or COBie preferred.
- Ability to obtain and maintain the required security clearance and/or site access credentials.
Responsibilities and Duties
- Lead business process analysis and develop effective digital solutions.
- Configure, administer, and maintain Program Management Information Systems (PMIS).
- Develop and manage digital workflows, dashboards, reporting tools, and data governance standards.
- Facilitate requirements-gathering workshops with project teams and key stakeholders.
- Manage system user permissions, security protocols, and access controls.
- Coordinate system integrations with scheduling, cost management, GIS, BIM, and data analytics platforms.
- Develop user training materials, system documentation, and technical support resources.
- Monitor and improve data quality, workflow performance, system effectiveness, and user adoption.
- Support project turnover, records management, closeout documentation, and asset data requirements.
Physical Requirements
This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:
- Walking and standing for extended periods while performing site observations and inspections.
- Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.
- Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.
- Accessing mechanical, electrical, utility, process, and other construction areas as required.
- Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.
- Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.
- Occasionally lifting and carrying up to 25 pounds.
