Procon seeks an experienced Construction Night Inspector to provide on-site quality assurance and construction inspection services in support of Energy Savings Performance Contract (ESPC) projects in Washington D.C. The Inspector will monitor construction activities to ensure compliance with contract requirements, approved drawings and specifications, applicable codes and standards, and federal agency requirements. Responsibilities include evaluating workmanship and materials, documenting daily progress, coordinating inspections, identifying and tracking deficiencies and corrective actions, and supporting project closeout. The position will work closely with project managers, contractors, A/E firms, government representatives, and other stakeholders to maintain quality, safety, schedule compliance, and successful project delivery. This is a night-shift, on-site position requiring strong construction inspection, communication, documentation, and coordination skills.

Requirements

Qualifications & Skills

• Minimum of 7 years of relevant construction experience, with a bachelor’s degree in Construction, Engineering, Architecture, or a related discipline preferred.

• At least 6 years of experience on projects of similar scope and complexity, preferably within tenant-occupied facilities.

• Previous experience serving as a Lead Inspector.

• Ability to work night shifts as required by the project schedule.

• Strong knowledge of construction practices, materials, installation methods, and quality standards.

• Extensive experience interpreting construction drawings, blueprints, specifications, and related contract documents.

• Experience estimating construction costs and schedule impacts associated with project changes, including material take-offs, pricing, proposal reviews, bills of materials, and contract adjustment negotiations.

• Experience inspecting construction materials, workmanship, and building systems, including fire alarm and life-safety systems.

• Strong knowledge of OSHA requirements, construction safety protocols, and jobsite safety best practices.

• Proven ability to lead meetings, resolve construction issues, and effectively brief clients and management teams.

• Strong written communication and documentation skills, including professional correspondence and accurate construction site records.

• Government or military construction project experience preferred.

Responsibilities & Duties

• Provide overall project quality assurance by evaluating workmanship, materials, and construction activities for compliance with drawings, specifications, and contract requirements.

• Lead and coordinate on-site inspections for government construction projects in accordance with applicable federal, state, and local requirements.

• Serve as the primary liaison between Procon, government representatives, contractors, and design teams to facilitate communication and resolve construction issues.

• Monitor and document daily construction progress and verify compliance with approved plans and established quality standards.

• Inspect architectural, structural, mechanical, electrical, plumbing, fire/life-safety systems, materials, and installation methods.

• Prepare detailed field reports, non-conformance notices, inspection records, and photographic documentation.

• Review drawings, submittals, shop drawings, and RFIs to verify compliance with design intent and contractual requirements.

• Evaluate contractor pay applications, change order requests, and construction schedules for accuracy, completeness, and alignment with field conditions.

• Lead and participate in progress meetings, quality control reviews, and safety inspections.

• Monitor contractor compliance with OSHA, health, safety, environmental, and government-specific requirements.

• Provide technical guidance and mentorship to inspection staff to maintain consistent inspection and reporting standards.

• Support project closeout, including punch-list verification, testing, final inspections, and acceptance of completed work.

Physical Requirements

This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:

• Walking and standing for extended periods while performing site observations and inspections.

• Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.

• Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.

• Accessing mechanical, electrical, utility, process, and other construction areas as required.

• Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.

• Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.

• Occasionally lifting and carrying up to 25 pounds.
