Position Overview

US Federal Solutions is seeking an experienced Management Contract Support Manager to support the Department of Veterans Affairs, Network Contracting Office 23.

This position combines senior-level federal acquisition expertise with direct management responsibility for a team of acquisition professionals. The successful candidate will provide leadership, technical oversight, and hands-on acquisition support across the full procurement lifecycle while helping ensure that contract actions are completed accurately, efficiently, and in compliance with the Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and other applicable policies and procedures.

The Management Contract Support Manager will oversee personnel supporting complex acquisitions of varying types and dollar values, including acquisitions above the Simplified Acquisition Threshold. This individual will also support workforce planning, hiring, onboarding, performance management, work assignment, employee development, and offboarding activities for the acquisition support team.

Key Responsibilities

  • Lead and manage a team of federal acquisition professionals supporting VA contracting activities across multiple acquisition types, service lines, and dollar values.
  • Provide technical direction, guidance, coaching, and quality oversight to junior, mid-level, and senior acquisition support personnel.
  • Assign and balance procurement workloads based on complexity, priority, staff capability, customer needs, and acquisition timelines.
  • Review resumes, participate in candidate interviews, support hiring decisions, and coordinate government onboarding activities for acquisition personnel.
  • Conduct employee performance reviews, provide ongoing feedback and coaching, address performance concerns, and support employee discipline and offboarding when necessary.
  • Support complex pre-award and post-award acquisition activities, including requirements development, acquisition planning, solicitation development, evaluation, award, administration, modifications, and closeout.
  • Provide acquisition support for procurements above the Simplified Acquisition Threshold and other high-value or technically complex contracting actions.
  • Review acquisition packages, solicitations, source selection documentation, evaluation criteria, contract modifications, and supporting materials for quality, completeness, and regulatory compliance.
  • Research, interpret, and apply the FAR, VAAR, agency policy, federal and state laws, and other applicable acquisition guidance.
  • Advise Contracting Officers, Contract Specialists, program managers, technical personnel, and requiring activities on acquisition strategy, procurement planning, contract administration, and risk.
  • Analyze difficult contracting issues and develop practical alternative courses of action to resolve procurement, performance, pricing, schedule, or compliance concerns.
  • Collaborate with customers and stakeholders across multiple sites and service lines to define and standardize enterprise requirements for equipment, supplies, services, and healthcare-related needs.
  • Assist with the development and refinement of source selection evaluation criteria and proposal evaluation approaches.
  • Conduct gap analyses and assess cost elements associated with the production, management, and delivery of healthcare services, products, supplies, and other mission requirements.
  • Support development and review of Independent Government Cost Estimates, price analyses, cost-benefit analyses, and other acquisition-related financial documentation.
  • Prepare and review complete procurement packages for Contracting Officer review in accordance with customer requirements and VA policies and procedures.
  • Monitor team performance, acquisition progress, workload status, and deliverable quality to ensure requirements remain on schedule.
  • Maintain clear communication with VA leadership and stakeholders regarding staffing, workload, procurement status, risks, and recommended corrective actions.

What We Are Looking For

The ideal candidate is an experienced acquisition leader who can manage people and complex procurement activities with equal effectiveness. This individual should be comfortable supervising a team, reviewing acquisition work products, advising government customers, resolving challenging contracting issues, and ensuring that procurement activities remain compliant, accurate, and on schedule.

This role is well suited for a senior federal acquisition professional who enjoys leading teams, mentoring contracting personnel, improving acquisition quality, and helping the VA execute mission-critical procurements that support Veterans.

Required Qualifications

  • Minimum of five years of recent relevant experience within the last seven years providing comprehensive and complex federal acquisition support.
  • Minimum of three years of recent experience within the last seven years managing government procurement teams.
  • Demonstrated experience managing personnel activities including recruiting, interviewing, hiring, onboarding, work assignment, employee reviews, performance management, discipline, and offboarding.
  • Demonstrated experience supporting both pre-award and post-award federal acquisition activities.
  • Experience supporting federal acquisitions above the Simplified Acquisition Threshold.
  • Extensive knowledge of the FAR, VAAR, and other applicable federal acquisition regulations and policies.
  • Demonstrated ability to support acquisitions regardless of acquisition type or dollar value.
  • Strong experience developing, reviewing, and advising on acquisition strategies, solicitations, procurement packages, evaluation criteria, contract modifications, and contract administration documentation.
  • Ability to independently research and interpret federal acquisition policy, regulations, directives, and guidance.
  • Strong leadership, supervisory, communication, writing, organizational, and time-management skills.
  • Ability to manage multiple priorities, personnel issues, and complex acquisition actions simultaneously.

Specialized Acquisition Experience

Depending on assigned responsibilities, candidates may also be required to possess specialized experience in one or more of the following areas.

Construction and Architect-Engineering

Candidates supporting construction and Architect-Engineering acquisitions should possess:

  • At least three years of experience developing A-E solicitations and administering A-E contracts and modifications.
  • At least three years of experience developing construction solicitations and administering construction contracts and modifications.
  • Working knowledge of FAR Parts 14, 15, 36, and 43.
  • Experience preparing construction and A-E solicitation packages in accordance with FAR, VAAR, and agency policies and procedures.
  • Ability to apply federal acquisition laws, regulations, and sound contracting practices to construction and A-E procurements.

Complex Services and Healthcare Contracting

Candidates supporting complex service or healthcare acquisitions should possess:

  • At least five years of experience developing complex service solicitations and administering complex service contracts and modifications.
  • In-depth knowledge of FAR Parts 13 and 15.
  • Familiarity with medical terminology and healthcare contracting requirements.
  • Experience analyzing cost elements associated with healthcare services, supplies, equipment, and other related resources.
  • Experience supporting complex service acquisitions from requirements development through administration.

Leasing and Specialized Contracting

Candidates supporting leasing or specialized acquisitions should possess:

  • At least two years of experience developing and administering real property or lease-related solicitations, contracts, and modifications.
  • Familiarity with real property leasing, utility contracts, space-sharing agreements, selling or sharing agreements, revocable licenses, interagency agreements, and hotel services.
  • Working knowledge of applicable FAR, VAAR, GSAM, GSAR, public laws, and agency policies.

Education Requirements

Candidates should possess:

  • A bachelor's degree in any field; or
  • At least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management, or a combination of these disciplines.

Qualifying federal contracting experience may be considered toward applicable education requirements in accordance with contract requirements. Seven years of qualifying federal contracting experience may be considered in lieu of formal education where permitted.

Preferred Certifications

The following certifications or equivalent acquisition training are preferred but not required:

  • FAC-C Level I, II, or III
  • FAC-C Professional
  • DAWIA Level III Contracting
  • Equivalent commercial acquisition or contracting coursework

Preferred Qualifications

  • Previous experience supporting the Department of Veterans Affairs.
  • Experience supporting a VA Network Contracting Office.
  • Demonstrated success managing acquisition teams in a high-volume federal contracting environment.
  • Experience supporting healthcare, professional services, construction, Architect-Engineering, leasing, utilities, or other complex acquisitions.
  • Experience with workforce planning, workload allocation, acquisition quality assurance, and staff development.
  • Experience advising warranted Contracting Officers and senior government stakeholders on complex acquisition matters.
