POSITION PURPOSE :


Responsible for managing the daily work of the IT Service Management System (SMS) development team. This position envisions product development and manages projects through completion; analyzes, designs and develops software enhancements and new modules; manages development project from initial design through testing while providing strategic management direction.


Accountable for complying with all laws and regulations that are associated with duties and responsibilities.


Necessary Contacts :


INSIDE RELATIONSHIPS:


  • Interfaces directly with client management in negotiation and definition of SLAs.


  • Negotiates, defines, interprets plan/policy requirements and presents options and processing capabilities to upper level management.


  • Provides guidance and direction to all areas placing requirements on the system. Has management accountability for cross organization/site projects and multiple end users.


  • Interfaces with IT managers and directors are frequent and range in content from simple to extremely complex and require diplomatic and tactful negotiations with client management on controversial subjects

OUTSIDE RELATIONSHIPS:


  • Occasional contact with client management to exchange information and/or make presentations on information systems concepts.


  • Reviews and maintains contact with selected user groups with similar problems and user organizations.


  • Attends outside technical meetings as directed, making presentations when necessary.


  • Manages the key vendor relationships

QUALIFICATIONS :


Bachelor’s Degree in Computer Science or related field required. Four years of related experience may be accepted in lieu of degree.


Must have a minimum of seven years overall IT Enterprise Service Management experience as well as fundamentals in each IT vertical such as Infrastructure, Operations, Security, Project Delivery and Applications. Of those seven years, at least two years must be in a leadership/supervisory role.


Must have certification in be Information Technology Infrastructure Library (ITIL) Foundations.


Requires extensive knowledge of the functional area of the business that is being supported.


Requires a broad knowledge of development management and control concepts and application knowledge of business practices. Leadership experience is preferred. Technical knowledge covers current development methodology, languages, and operational capabilities.


Must have demonstrated capacity to successfully lead and direct a group of systems engineers, analysts, and/or programmers.


Requires expert knowledge in the field of computer science, including hardware and software products, computer systems, systems analysis, development/maintenance process, and data management for large complex systems.


Must have demonstrated experience working independently to help shape policy and to make complex data processing decisions involving new applications, systems studies, software purchase requirements analysis, business evaluations, cost effectiveness innovations, installation decisions, and business planning for systems that use advanced state-of-the-art technology.


Prior work experience must have demonstrated ability to correlate requirements and information from multiple sources, anticipate both current and future processing and management information needs, analyze their potential impacts, and create new technical solutions for these needs.
