Jacobs is seeking candidates for multiple claims management roles throughout Los Angeles County.

Position Summary

  • Manage program risk management, claims/disputes, and insurance to focus on issue resolution

  • Timely administer claims, including fact investigation, filing of documentation, logging of dispute resolution procedure timeline and status, evaluation of exposure, negotiation, and drafting of claim assessments, reports, recommendations for settlement, denial, or status of claims.

  • Coordinate and report to outside Legal Counsel, Office of General Counsel, and Client, the status of high risks, issues and disputes, prosecution or defense of claims, compliance issues, contract review and revisions, and insurance coverage issues.

  • Draft, or assist project teams and departments in the drafting of, notice letters and responses relating to disputes.

  • Plan and implement a program-wide Risk Management Plan; utilize risk management software to identify, analyze, and track potential program risks; train new staff on use of risk management software during onboarding process; establish permissions for users; troubleshoot issues and coordinate with in-house and outside IT consultants.

  • Conduct Risk Assessment Workshops and Training with the project teams and program departments, identify and define risks, evaluate potential impact, and develop effective risk mitigation measures to diminish potential budget and schedule impacts to projects or the program.

  • Prepare weekly, monthly, semi-annual, and annual reports for risk data, and conduct multiple Risk Assessment Briefings for client on an annual basis.

  • Oversee the OCIP program, including tracking Builder’s Risk claims and managing Insurance Administrators.

  • Establish budgeting and approve invoices for insurance and legal services.

  • Manage and maintain procedure for tracking the status of pertinent statutory deadlines relating to stop payment notices and related enforcement actions, resolve compliance and procedural issues relating to same, approve releases, and issue notices to affected parties, project teams, and departments.

  • Monitor and advise project teams and departments regarding project closeout, particularly establishment substantial completion, final completion, acceptance, notice of completion, and timely and proper release of retention.

  • Serve as backup for bond compliance issues and approval.


  • BS degree in Construction Management, Engineering, Architecture, or related field, required.

  • 5 years of experience in claims management, litigation and/or Alternative Dispute Resolution (ADR), including change order/claim negotiations, mediation and arbitration, preferably involving construction claims in the public sector

  • 10 years of experience in a project related field

  • OCIP, Builders Risk, and Insurance experience preferred.

  • Excellent analytical, organizational, interpersonal, verbal and written skill.
