Summary


This position is located with the Bureau of Indian Affairs, Southwest Region, Branch of Budget, in Albuquerque, New Mexico. The incumbent will be responsible for planning, scheduling and coordinating the efforts of the budget, to produce a budget plan, and budget execution process for the organization and supported activities.

Responsibilities



  • Performs administrative, technical and analytical duties in the formulation, presentation, defense and execution of the budget.
  • Responsible for advising program managers on the status and availability of funds in different budget accounts.
  • Performs budget analysis, including formulation, presentations, and execution.
  • Monitor the obligation and expenditures of funds to assure that funds are properly allocated and being obligated in a timely and effective manner.
  • Assists in the consolidation and preparation and the overall justification of the region and agencies planning submit for review.

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0560)


SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.


GS-11: 1 year specialized experience equivalent to at least GS-9 grade level in the federal service performing duties such as providing technical advice, consultation, and assistance to management on budget program issues; Identify and analyze changes in budgetary policies, regulations, constraints, objectives and funds availability.


OR


EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.


GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.


GS-12: 1 year specialized experience equivalent to at least the GS-11 grade level in the federal service performing budget administration duties requiring review and analysis; reviewing submitted budgets for adherence to required formats, policy and instructions; collecting, coordinating, analyzing, and disseminating budgetary, statistic, logistical and demographic data; analyzing policies, assessing related performance budget metrics; participating and carrying out annual review of a multi-year budget.


SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
