This position is located in the Office of Civil Rights and serves as a Diversity and Inclusion Specialist. This position works collaboratively with Regions, Stations, and Areas in the development, promotion, and coordination of diversity and inclusion strategies within the USDA Forest Service.

  • Ensure diversity and inclusion (D&I) is embedded in outreach/recruitment, hiring, performance management, retention, leadership development, and all other aspects of human capital management.
  • Create, facilitate, and implement training sessions, which may involve in person, webinar, or hybrid session training platforms, to improve the understanding of diversity and inclusion within management and staff.
  • Advise and partner with recognized agency employee organizations, Special Emphasis Programs and any diversity/inclusion-related councils or employee diversity and inclusion groups.
  • Serve as consultant to advise groups on the purpose, structure, and content for Special Emphasis and other diversity and inclusion activities.
  • Advise managers and work groups on how employee engagement and work-life balance tools are related to diversity and inclusion.

Travel Required

Specialized Experience Requirement:

For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as of the following: Worked as a program analyst/specialist, or directly related position with responsibility for analyzing a diversity and inclusion program data and information, preparing management reports, and coordinating a variety of administrative projects. Prepared and evaluated formal and informal correspondence, reports, statistics, and analytical documents for senior level officials. Worked with program managers in carrying out a variety of administrative functions for a diversity and inclusion program. Provided expert analytical, technical advice, and recommendations on matters pertaining to fostering a positive work environment, including diversity and inclusion practices in hiring, and providing advisory services and training. Applied strategies that improve employee engagement and empower employees to feel fully involved and enthusiastic and contribute to their job, office, and organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
