Summary


This position is located with Forest Service Business Operations.


Incumbent serves as an Executive Assistant to the Business Operations Senior Executive, providing the Senior Executive with a resource for strategic time management, making special and independent studies of issues of significant importance which affect broad functional areas and multiple organizational levels of the Forest Service.

Responsibilities



  • Explain changes to administrative personnel; clarify new procedures; and provide guidance and refinement in the application of new administrative guidelines.
  • Participate in staff and/or management level meetings and discussions pertaining to the activities encompassed in the administrative and management functions of the program.
  • Coordinate administrative matters related to the office including those related to personnel matters, Civil Rights activities, Human Resource Programs, and safety and health.
  • Determine the most effective means to disseminate information from the office to varied internal and external customer regardless of the type and/or scope of the matter.
  • Provide analysis related to any phase of Forest Service policies, relationships or activities requiring the special attention of the program manager.
  • Perform a range of analytical studies and projects related to program operations in the areas of management and productivity improvement; management controls; and work planning.
  • Administer and evaluate internal management plans, direction, and practices which require consideration and integration of specialized needs and modification to fit a wide range of variables.
  • Act as principal liaison with Congresspersons and members of their staffs, representatives of private industries and other Federal agencies, State and local government officials, leadership of key interest groups and private individuals.

Qualifications

Specialized Experience Requirement:


GS-11: One-year of specialized experience equivalent to GS-09. Specialized experience is defined as: Experience writing, preparing, and evaluating formal and informal correspondence documents for senior level officials; coordinating administrative projects and technical advice on matters pertaining to procedures.



  • OR - a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
  • OR - an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).

GS-12: One year of specialized experience equivalent to GS-11: Specialized experience is defined as: Experience writing, preparing, and evaluating formal and informal correspondence, reports, statistics, and analytical documents for senior level officials; coordinating a variety of administrative projects and providing expert analytical and technical advice and recommendations on matters pertaining to organizational processes, procedures, and policies.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
