POSITION SUMMARY:


Develop, implement, and oversee a comprehensive lending compliance program. Provide guidance to all business teams to address a full range of topics from policy and governance; controls and monitoring; training and awareness; issues management and audit response. Responsible for providing guidance and effective challenge to the business teams for new product development and initiatives, as well as issue remediation. Identify, respond and/or escalate risk as appropriate. Serve as a consultative resource to the Association on compliance related issues to help ensure a strong level of Association compliance with existing and new statutory and regulatory requirements.


DUTIES AND RESPONSIBILITIES:



  • Review and interpret, in coordination with the Legal team, new and pending laws and regulations that potentially affect the company's operations to help implement any necessary changes in processes, procedures and/or systems. Report to leadership on how regulatory developments will impact the company and applicable teams.
  • Understand and articulate the objectives of each compliance implementation project. Develop compliance requirements to inform teammates and business teams when implementing or updating processes that will ensure the Association is compliant with applicable laws and regulations. Accountable to the Operational Risk Framework for ensuring that documentation related to compliance requirements is accurate and up to date. Consult with teammates and/or appropriate business team to help identify the most appropriate solutions.
  • Involvement during the development phase of new products and services to ensure compliance issues in both business processes and IT systems are considered and addressed during implementation as well as on-going support post-implementation.
  • Respond to compliance review, operational risk assessments, credit review, and internal audit recommendations, as appropriate. Provide consultative support to all business teams, to recommend internal control enhancement that will ensure compliance. Work with business teams to help ensure a strong level of Association compliance with existing and new statutory and regulatory requirements.
  • Coordinate with enterprise-wide training teams to ensure training programs have been developed or obtained and provided to appropriate job roles.
  • Assist the Technology Teams as appropriate to ensure the Association's record retention program is consistent with consumer compliance regulatory requirements to ensure the proper retention program is established.
  • Present an overview of the Association's compliance program to Association Leadership and/or the Board Audit Committee upon request.
  • Keep the Compliance Risk Leadership and Executive Leadership Team Sponsor informed of key risk issues identified.
  • Establish and maintain a collaborative working relationship with key compliance program partners such as Legal, Credit Review, Internal Audit, Technology Teams, Software Development, Operations, and Business Team Leadership.

Additional responsibilities/functions of the position will include:



  • Perform other related duties and assist on special projects as assigned.
  • Travel up to 10% of the day and overnight as needed

JOB SPECIFICATIONS:



  • Bachelor's degree in Business, Finance, or Economics is required; Graduate degree is preferred
  • CRCM Certification is preferred
  • 6-8 years' experience in lending compliance, process improvement, or legal field
  • Proficient in Windows environment using Microsoft Word, Excel, and Internet Explorer
  • Excellent oral and written communication skills.
  • Strong demonstrated analytical, investigative, organizational skills and ability to articulate the values of a recommendation to users to ensure implementation occurs.
  • Excellent negotiation skills and the ability to make and stick to the tough call.
  • Effective human relations skills and ability to develop strong relationships with leadership and others within the Association. Exhibit appropriate skill and care to not alienate or put others in a defensive posture.
  • Strong knowledge of lending processes.
  • Strong understanding of service quality and the ability to understand and embrace FCSAmerica's administration policies and procedures.
  • Working knowledge of FCA and federal regulations, AgriBank, FCB, and Association policies and standards.
  • Ability to work independently with a high degree of accuracy.
  • Ability to handle multiple tasks and assignments without sacrificing quality of work performed.
  • Ability to think outside the box and recommend alternatives and options to problems and issues.
  • Excellent communicator with interpersonal and stakeholder relationship management skills.
  • Solid understanding of risk management and sound compliance risk practices.
  • Demonstrated expertise in complex project management.
  • Highly motivated, independent and proactive self-starter individual.
  • Strong demonstrated analytical, investigative, organizational skills and ability to articulate the values of a recommendation to users to ensure implementation occurs.
  • Ability to observe processes related to compliance activities and examine results.
  • Ability to work in a collaborative team environment and adhere to the Associations' team principles and core values

MENTAL AND PHYSICAL REQUIREMENTS:


Work Environment: This job operates in a professional office environment. The person in this role routinely uses standard office equipment such as computers, phones, copiers and printers, and requires knowledge of or the ability to learn computer operating systems (i.e., Microsoft Office Suite, etc.) and other software.


Physical Demands: This is largely a sedentary role; however, the person in this role must occasionally move around the office and bend, climb or stand as necessary. This role must be able to effectively communicate with teammates and or customers. The person in this role must also have the ability to lift up to 50 pounds occasionally.
