Raytheon Technologies Intelligence and Space Air Traffic Systems Program Management Office team is seeking a creative, organized, collaborative Program Manager to join the Standard Terminal Automation Replacement System (STARS) program to lead Deployment on the Life Cycle Sustainment IPT. This position reports to the Life Cycle Sustainment IPT Lead in the STARS PMO will be based in Mt. Laurel, NJ.

The selected applicant can be located in, or around Mt. Laurel, Marlborough, MA., or can be remote.

Job Description:

The STARS DeploymentProgram Manageris responsible for the overall performance of production, deployment and material management on STARS. They oversee, organize, and lead a geographically dispersed and multi-disciplined team including: system engineering, system production and systems installation professionals who deploy air traffic systems and components throughout the United States and global locations for civilian and military customers.

The STARS DeploymentProgram Manager is responsible for risk and opportunity management, contract change proposals, and meeting cost and schedule requirements. The position is customer facing and will regularly interface with the FAA and DoD Customers, and will collaborate with internal cross-functional teams that contribute to the STARS deployment effort. The STARS DeploymentProgram Manager is responsible for coordinating production planning and execution via the integrated MRP system with internal cross-functional organizations including but not limited to LAM, Supply Chain, Program Engineering and Engineering.

Required Skills:

  • Minimum 8 years of relevant, professional Air Traffic control experience
  • Experience managing deployment efforts and/or installation teams
  • Experience managing technically complex programs, including cost, schedule, earned value management, risk management and technical performance
  • Ability to be a hands-on leader who will engage with all levels within the organization
  • Experience with production planning and material management
  • Ability to work effectively in a multi-task environment, and possess good project management skills.
  • Experience analyzing deployment execution risk, cost & schedule variances, and develop performance improvement plans
  • Change management experience
  • Detail orientated and capable of working in an autonomous environment.
  • Strong communication and collaboration skills; must be comfortable presenting to customers and internal stakeholders
  • Microsoft Office Suite experience
  • Prior PM/IPT/CAM experience at greater than $10M per year
  • FAA security clearance, or the ability to obtain such clearance within a reasonable period of time
  • Must possess or be able to obtain a Raytheon PM Level 4 certification within 1 year of assignment

Desired Skills:

  • Prior air traffic equipment management and procurement on prior federal government/airport authority contract experience.
  • Understanding of MRP, including demand and change management
  • Existing Raytheon EVMS Verification strongly preferred (can be in process)
  • PMP Certification, a plus (can be in process)
  • Proficiency with Microsoft Project
  • Prior Air traffic controller experience
  • Existing FAA and DoD Air Traffic POC relationships
  • Current Secret Clearance, preferred

Required Education:

  • Bachelor's degree in business administration, finance or STEM from an accredited college/university. Relevant air traffic control experience can be used in lieu of degree.
