Location: DC, Maryland, Virginia area.


The Resource Analyst performs a variety of resource management duties in support of agency program office, Directorate and Staff components. The Resource Analyst assists management with a full range of budget and resource management duties on wide variety programs not involving large scale acquisition developments and operations.


The nature of Resource Analyst work varies from report generation, document preparation, trend and program analyses at the Program and Office level requiring moderately complex interpretation of data.


Essential Duties and Responsibilities:



  • Makes recommendations regarding monitoring and updating program requirements and spend plans.
  • Makes recommendations regarding maintaining budge tracks at the program and project level.
  • Supports the formulation and review of budget estimates and requirements for new and existing initiatives.
  • Collects resource information and compares it with historical data to assist Government personnel with developing or updating current and future component or group resource requirements.
  • Makes recommendations regarding the analysis of program performance and progress and assists Government personnel in determining if planned resources are sufficient to accomplish assigned goals and objectives; proposes resource adjustments as required.
  • Assists with budget exercises and the formulation and development of the IPBS, CBJB, AND CJB text, tables, and resource exhibit submissions.
  • Interfaces/updates/maintains agency financial management systems such as NEXT, NEAR, NFIS, FIT, FIRsT, EpX, Studio, and other agency financial management tools.
  • Makes recommendations regarding data sources to use for analytic studies on proposed or ongoing directorate programs and activities.
  • Collaborates within the program office to ensure the integrity of program data is used for data analyses.
  • Uses and maintains corporate resource information repositories, databases, decision support tools, strategies, processes, procedures and reports to ensure accurate financial reporting and management oversight in support of program initiatives.
  • Assists in building BLIs using appropriate BLI tools or BPO form in compliance with agency policies on CLIN, Appropriations, ETs, and BOCs.
  • Makes recommendations regarding the commitment, obligation and expenditure of funds throughout the life cycle of the appropriation and ensure compliance with ET/BOC policies and administrative ceilings.
  • Assists in the evaluation of program execution, assessing the impact of developing trends and issues using appropriate methodologies to determine if the program is proceeding within available resources and remaining consistent with goals.
  • Collaborates in proposing resource realignments to maintain program execution or to respond to unplanned circumstances.
  • Supports Tri-Annual Unliquidated Obligation reviews by making recommendations regarding validating obligation status and preparing and submitting adjustment documentation.
  • Generates, coordinates, and processes RCAs, FFOs, FTOs, FTRs, CSRs, CIPs and other funding documentation for Government review and approval.
  • Assists in the development, analysis and review of (UFRs).
  • Assists assessing the impact of contract and engineering changes on program cost/schedule baselines.
  • Gathers, researches, and analyzes resource information to support senior leadership discussion, thinking, and decisions on programmatic resource planning and allocations.
  • Provides input in the preparation of budget summaries, charts, memoranda, issue papers and talking points for senior management.
  • Assists in the research and preparation of correspondence, presentations, and briefings in response to action items such as those arising from CDAs, OFRs, the OMB, the IC oversight staffs, other oversight authorities, and agency management.
  • Develops a working knowledge of relative performance measures to include; policies, metrics, OMB PART process strategies, ODNI strategic planning and performance guidance, IC SEM implementation, and other performance measurement process.

Basic Qualifications:



  • Bachelor's Degree in a Technical or Business-related discipline
  • Target 1 year
