The Secretary for the Commissioners of the Land Office ("CLO") seeks applicants for the position of Royalty Compliance Auditor in the Royalty Compliance Division.


\\n


This position is assigned to effectively and efficiently conduct professional operational reviews, audits, or special investigations to determine compliance with CLO lease terms, state laws and regulations.� This includes creating and implementing exception reports that compare check detail, production report data, and Oklahoma Tax Commission (OTC) data to find oil and gas discrepancies.�� This position also is responsible for the Late Payment Interest (LPI) billing and collection process as well as managing the CLO's Electronic Reporting System (ERS).��

Land Office Job Description


\\nThe Commissioners of the Land Office (Land Office) is an Oklahoma State Agency created by the original Oklahoma Constitution. The Land Office administers the school land trust funds for the production of income for the support and maintenance of the common schools and the schools of higher education. The Land Office is in charge funds and proceeds derived from the sale, rental, disposal and management of school lands and other public lands under the rules and regulations prescribed by the Oklahoma legislature.

  • �Plans, schedules and conducts data comparisons of CLO royalty payments to information provided by the OTC and other third parties to determine payment compliance with CLO lease terms, state laws and regulations

\\n•�Initiates LPI billing process and ensures correct statement preparation and collection tracking.


\\n•�Manage the CLO's electronic reporting system (ERS) and export ERS production data for Royalty Compliance auditors.


\\n•�Prepares appropriate situational schedule(s) to show non-compliant payment issues on production month basis.


\\n•�Communicates with lessees, royalty remitters and other interested parties.� Works to build cooperative relationship with end users.


\\n•�Assists legal staff in royalty litigation by preparing schedules and reviewing documents.� Provides advice on requirements for compliance with existing laws, policies and standards.


\\n•�Prepares audit reports; makes recommendations concerning underpayment of mineral royalty payments.

Required Qualifications


\\nA bachelor's degree in accounting, finance, business or energy management; or an equivalent combination of education and experience, substituting one year of paraprofessional auditing or accounting experience for each year of the required education; or an equivalent combination of education and experience.

Excellent oral, written and interpersonal skills; ability to work independently; strong organizational skills, thoroughness and attention to detail, as evidenced through prior experience; ability to set priorities and organize time efficiently; ability to handle multiple demands.


\\n


\\nSkills in establishing and maintaining effective working relationships; analysis and use of technical data; computer skills in database, spreadsheet, on-line web sites, and electronic communication; phone communication; coordinating multiple tasks simultaneously.
