In this role as the Director of Physical Medicine & Rehabilitation Services (PM&RS) for the Nebraska-Western Iowa Health Care System (NWIHCS), incumbent will manage complex sections within NWIHCS that provide specialized rehabilitation services. The assignment includes full administrative, professional, and full supervisory responsibility for planning and directing PM&RS programs for Physical Therapy, Occupational Therapy, Polytrauma, Level 2B Pain, and VIST within the NWIHCS.

  • Assumes full supervisory responsibility over a staff of physical therapists, VIST providers, nurses, psychologists, physical therapy assistants, occupational therapists, occupational therapy assistants, secretarial/clerical support staff, and health technicians.
  • Assesses, plans, implements, and evaluates the delivery of physical therapy, VIST, Polytrauma, Level 2BPain, and occupational therapy services within NWIHCS identifying and addressing patient treatment and/or program problem areas.
  • Serves a leadership role with strategic planning for PM&RS both locally and at the VISN level as appropriate.
  • Routinely serves on multiple teams and committees that are responsible for strategic planning, development of new ventures/processes to address patient care delivery, management of facilities/space, and system reorganization.
  • Develops performance standards, assures the program areas are compliant with all regulatory and accrediting body requirements.
  • Actively recruits and interviews candidates for departmental vacancies. Participates in the selection process utilizing performance-based interviewing.
  • Conducts or provides for the orientation and training of new staff members at geographically distinct sites.
  • Evaluates employee performance regularly and recommends advancements and awards for performance as well as disciplinary action when appropriate.
  • Has primary responsibility for the PM&RS budget for NWIHCS and serves in a primary leadership role in collaboration with the Chief, Rehab and Extended Care on the overall service line budget.
  • Responsible for determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency and cost effectiveness of operations.
  • Directs and coordinates the quality improvement programs of PM&RS utilizing appropriate process improvement practices.
  • Collects, compiles, and reviews for efficacy data for statistical, budgeting, and narrative reports.
  • Incumbent provides leadership with the evaluation, program planning, treatment and discharge planning of patients requiring physical therapy, VIST and occupational therapy services.
  • Responsible for rehabilitation services provided on the Community Living Center (CLC), outpatient services, Non VA Care, acute inpatient services, Home Based Primary Care (HBPC), Polytrauma Clinic, SCI, Pain and contract services.
  • Serves as a consultant and mentor to other staff in routine and complex cases.
  • Serves as an advisor on the application of PM&RS services across the NWIHCS.
  • Supervises staff that provide clinical education to students from each physical therapy and occupational therapy program affiliated with the Nebraska-Western Iowa Health Care System.
  • Utilizes a variety of available resources to offer a wide range of educational opportunities for staff and assures that staff participate and complete funded continuing education.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education and experience. The individual must meet at least one of the requirements below: (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. (3) Doctorate degree in physical therapy.

NOTE: Individuals must be agraduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at

  • Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
  • English Language Proficiency. Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part.

Grade Determinations:

GS-14 Physical Therapist Service Chief

(a) Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level is required. In addition, the candidate must demonstrate all the following KSAs.

(b) Demonstrated Knowledge, Skills, and Abilities

  1. Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas.

  2. Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators.

  3. Ability to translate extensive rehabilitation knowledge into local policy development.

  4. Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work.

  5. Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc.

The full performance level of this vacancy is GS-14. The actual grade at which an applicant may be selected for this vacancy is GS-14.

Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. Work is typically performed in an adequately lighted and climate-controlled office.
