Responsibilities


The incumbent is responsible for the day to day supervision of technicians and technician distributive operations of the Inpatient Pharmacy, for the assignment of technician duties, pharmacy technician and student orientations, conducting performance appraisals, training, employee counseling, interviewing applicants, assessing employee competencies and identifying education and training needs. The Inpatient Pharmacy Technician Supervisor works with the Inpatient Pharmacy Operational Supervisor, and staff to enhance drug distribution services by utilizing technology to capacity. S/he assesses workload shifts throughout the day, identifying backlogs and makes staffing adjustments as needed to meet organizational goals.


Promotes Pharmacy and Nutritional Care Service philosophy of interdisciplinary teamwork, cooperation, and customer service, and ensures employees make patient-centered decisions. Inspires and empowers pharmacy employees to take initiative needed to achieve patient centered medication goals and to accept individual responsibility for outcomes. Encourages staff participation in developing goals and objectives and establishing policy, procedures and practice standards needed to assure consistent quality care. Provides coaching and mentoring to employees. Supervisory activities are directed towards actions that allow employees to accept responsibility for individual actions and provide motivation for better performance. Participates in employee selection process using approved interviewing techniques, schedules staff for shifts, approves and disapproves leave requests and assigns duties. Promotes Equal Employment Opportunity principles. Promotes a safe working environment by proactively identifying potential safety hazards within the workplace and initiating appropriate work orders. Addresses safety issues on a continual basis with the staff. Completes accident reports when needed. Incorporates continuous quality improvement (CQI) philosophy into all areas of the Inpatient Pharmacy. Administers quality assurance programs that involve technician work. Writes performance appraisals. Hears and resolves employee complaints, counsels employees, and carries out discipline when necessary. Promotes controlled substance accountability and security by making sure staff adheres to all controlled substance dispensing and narcotic policies and procedures. Keeps Inpatient Pharmacy Operational Supervisor immediately informed of unresolved and/or suspicious discrepancies.


Provides controlled substance training for technicians, pharmacists, and inspectors. Assures that staff follow procedures that provide 100% controlled substance accountability.


Assists in the quality management of Pharmacy services by participating in process action teams and continually seeking ways to improve the service provided to patients and other customers. Serves as on-line back up to other Inpatient Pharmacy technicians, which includes but is not limited to unit dose drug distribution, prepacking and IV admixture. Assists the Inpatient Pharmacy Operational Supervisor in collecting data for workload reports and process improvement projects.

Qualifications

Basic Requirements:



  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education or Experience. A high school diploma or equivalent; or at least 3 months experience.
  • Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).


Loss of Credential. An employee in this occupation who fails to obtain licensure/certification/registration within the required time frame, or who fails to maintain the required licensure/certification/registration must be removed from the occupation, which may also result in termination of employment.


Grade Determinations:


Experience. One year experience at the next lower level and must fully meet the KSAs at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):


Demonstrated Knowledge, Skills, and Abilities




    1. Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel (for supervisory assignments).


    1. Ability to apply management and leadership principles.


  1. Ability to communicate orally and in writing.


  2. Extensive working knowledge of the pharmacy operation.


  3. Ability to assess staff needs and provide appropriate training.
