Summary


The Chief of Organizational Development and Education functions as an administrator, educator, and consultant utilizing management theory in collaboration with the Office of the Director and other services at the Eastern Colorado Health Care System.

Responsibilities


The incumbent of this position must establish and maintain effective relationships with all levels of medical center personnel for both agencies and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels. key relationships with staff are needed to:



  • Assist managers, advanced practitioners, and all health care staff and supervisors to carry out the functions and activities expected of them.
  • Contribute ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of staff expertise and veteran health organization-wide
  • Assist in policy-making activities as related to customer service and the overall functioning of administrative and clinical programs, and
  • Collaborate with other health care staff to establish organizational mission and health care that is provided.

Major duties include:



  • Ability to provide oversight and accountability for educators, both clinical and non-clinical, that provide the education services for a large, high complexity VA facility.
  • Understanding of the relationship between the VA Education Service and the affiliates that provide trainees - develops a good working relationship that ensures that the VA receives the trainees that are necessary for veteran care which overseeing the fiscal accountability
  • Ability to provide first line supervision to high level staff that are managing multiple projects for over 3300 employees
  • Demonstrated track record of introducing new concepts and implementing training programs to staff at all educational levels.
  • Displays an innovative approach to tried and true educational approaches, i.e. BLS/ACLS programs, workforce development programs such as crucial conversations and others.
  • Demonstrates an understanding of organizational development and the modernization principles that are required in all VA facilities.
  • Articulates a supervisory philosophy that has been utilized successfully in previous positions.

Work Schedule: Monday - Friday 7:30am-4:00pm

Basic Requirements:



  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Preferred Experience: Five - ten years of experience in Education. At least half of the educational experience must be in Health Education at a managerial or DLO level.


Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:



  • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.


Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Initiates Basic Life Support (BLS) in accordance with current BLS standards to include automatic defibrillation in life-threatening situations. Occasional travel will be required. in the performance of duties, the incumbent may be required to drive and/or ride in GSA vehicles.
