Summary: The Director works with the Senior Director, Public Health Preparedness to fulfill the activities associated with the preparedness program and assists the team and the association preparing for and responding to emergencies. The position will have primary lead on activities related to the Evolution of PHEP project. The responsibilities and day-to-day requirements of the position include but are not limited to those listed below.

Principal Functions:

  • Direct activities related to the Evolution of Public Health Preparedness working with relevant staff, partners and stakeholders to develop recommendations
  • Serve as Crisis Response Coordinator during an emergency response acting as the Executive Officer to the Emergency Operations Center.
  • During periods when there is no active emergency response will update and maintain the organizations business continuity plan.
  • Have primary responsibilities for maintenance of the capabilities of the associations virtual operations center.
  • Develop and execute an exercise plan for business continuity and various levels of emergency activation.
  • Identify training materials, courses and opportunities for staff to respond to emergencies.
  • Manage assigned deliverables independently.
  • Function effectively, respectfully and cohesively in a team environment.
  • Use independent judgment in completing activities and operates under general supervision.
  • Provide ASTHO representation and direct involvement with the ASPR HPH Sector group, both the governmental (GCC) and private sector (SCC) sides.
  • Performs other duties as assigned.


  • Bachelors degree: Masters degree preferred (may be substituted for experience).
  • 3 years of prior related experience including such things as emergency preparedness and response, continuity planning, epidemiology, infectious diseases, or pandemic influenza.
  • State or local public health preparedness and response experience,
  • Familiarity with ASTHO activities or other national association activities, such as policy committees, advisory committees, or policy committees.
  • As a member of the Health Security/Preparedness team, the incumbent in the position will be required to have a greater level of on-call status and accessibility including nights and weekends. During responses to emergencies Health Security/Preparedness staff may be required to work additional hours, and/or cancel or postpone scheduled leave time or work-related travel.
