    Gather and analyze the specific data needs of the health plan, ensuring that the necessary data is identified, collected, and utilized effectively to drive informed decision-making and optimize member outcomes by translating business objectives into actional data requirements to support the strategic goals of the MVP.
  • Data Discovery and Requirements Gathering: Identifies and understands the data needs of the organization. They perform data discovery activities to explore and uncover new data sources, as well as engage in comprehensive requirements gathering to define the specific data elements, quality criteria, and desired outcomes.

  • Data Analysis and Interpretation: Conducts in-depth analysis of the available data to derive meaningful insights. They use advanced analytical techniques to identify patterns, trends, and correlations, and interpret the findings to provide actionable recommendations for improving the health plan's operations, cost management, and overall performance.

  • Data Quality Assurance: Ensues the accuracy, completeness, and reliability of data is a crucial function of the data requirements analyst. They establish data quality standards, perform data profiling, and collaborate with data engineers and data stewards to implement data cleansing, validation, and transformation processes. By maintaining data integrity, they enable the organization to make informed decisions based on reliable information.

  • Data Collaboration and Stakeholder Engagement: Serves as a liaison between business users, data scientists, digital teams, and other stakeholders. They facilitate collaboration by translating business objectives into data requirements and vice versa, fostering effective communication and understanding across different departments. They actively engage with stakeholders to gather feedback, address concerns, and align data strategies with the organization's goals.

  • Lean session engagement, Participate or lead when appropriate, Lean discovery sessions, documenting flow states and identify items for refinement and efficiency opportunity in the flows. Work on business validation and acceptance of the new flows.

  • Data Governance and Compliance: Ensures compliance with data privacy regulations and industry standards. They collaborate with legal and compliance teams to establish data governance policies, procedures, and controls. They also monitor data usage, access rights, and data sharing practices to safeguard sensitive information and maintain regulatory compliance.

  • Continuous Improvement and Innovation: Actively seeks opportunities for leveraging emerging technologies, data sources, and analytical techniques to enhance the health plan's data capabilities. They stay abreast of industry trends, evaluate new tools and methodologies, and propose innovative approaches to extract greater value from data, optimize processes, and drive organizational growth.


  • OTHER DUTIES & RESPONSIBILITIES:

    1. Adheres to and advocates for modern data management best-practices around data integration, data governance, master data management, metadata management, data quality management, security/privacy, and data modeling

    2. Conducts presentations and explains information in a way that establishes rapport, persuades others, and promotes understanding and consensus building.

    3. Supports our DT&T goals and guiding principles.

    4. Ability to maintain confidentiality and adhere to regulatory compliance issues as they exist and change from time to time.

    5. Performs other related duties as assigned.

    JOB QUALIFICATIONS

    ­­­Education/Degree: Bachelor's degree in computer science, information-technology, engineering, system analysis or a related study, or equivalent experience

    Experience:
    • 5-7 years' experience working in the Data Management or Information Management spaces.
    • Experience in data warehousing, data modeling, and data analysis.
    • Good knowledge of data management, data integration and database development techniques.
    • Experience with database technologies (e.g., SQL, NoSQL, Oracle, Hadoop, Spark).
    • Experience with ETL and other business intelligence tools.
    • Experience developing reference architecture, principles, and standards.
    • Extensive experience with delivery of data solutions and SDLC processes.
    • Experience in planning and initiative designs.
    • Experience or knowledge of the data requirements for health insurance industry.
    • Strong technical knowledge related to the IT space, particularly in the technology assets related to the business's IT operations.
    • Strong understanding of how different departments (marketing, finance, operations, etc.) will have different data uses and requirements.
    • Proven experience in Data Management planning, organization, and development.
    • Strong understanding of project management.

    Skills:
    • Ability to relate architectural decisions and recommendations to business needs.
    • Ability to regularly learn and adopt new technology.
    • Entity Relationship modeling, metadata systems, data quality tools and techniques.
    • Data tools.
    • BI and reporting.
    • UML (Use case and class models)
    • Excellent interpersonal and management skills.
    • Excellent written and oral communication skills.
    • Ability to communicate across all levels of the organization and work with diverse project teams.
    • Self-motivated and action oriented.
    • Proven analytical and problem-solving abilities.
    • Ability to effectively prioritize and execute tasks in a high-pressure environment.

    Physical demands/Working conditions:
    • Physical office or work from home setting.
    • 40-hour onsite or remote work week with on-call availability as needed.
    • Limited travel between MVP offices, including overnight travel.
