We are seeking a Program Assistant to provide high-level administrative support to USAID’s Bureau for Policy, Planning and Learning (PPL) Office of Learning, Evaluation, and Research (LER). This fast-paced office supports the Agency's transformation into a learning organization that captures and disseminates knowledge gained from experience, builds Agency staff capacity to generate information and evidence through monitoring and evaluation for what does and does not work in development and to use evidence to guide program and policy decisions.

You will be responsible for assisting with daily tasks; drafting memos and other written communications, organizing and coordinating both internal and external meetings, supporting Office of Learning, Evaluation, and Research (LER) Director and Deputy Director, as well as other activities:

Responsibilities

Meetings

  • Collect agenda items for the following meetings and update agendas after each meeting:
  • LER staff meeting (pull agenda up on computer screen)
  • LER Senior Leadership meeting (pull agenda up on computer screen)
  • LER Expanded Leadership meeting (pull agenda up on computer screen)
  • Facilitate video and audio conference call setup and troubleshoot (in office need)
  • Document decisions made in meetings and share
  • Schedule conference rooms for meetings working with front office staff
  • Escort external guests to meetings
  • Assist with other meetings as available/interested

Clearances

  • Manage LER’s clearance process
  • Main LER POC with PPL front office on “taskers” for the PPL AA, USAID Administrator, and LPA requests.
  • Collaborate with other office PAs to process intra-office clearances

Scheduling and Managing Calendars

  • Assist in scheduling and manage the calendar of Director and Deputy Director
  • Manage and update LER leave calendar

Office Operations and Management Assistance

  • Troubleshooting general office issues and answering LER staff questions
  • Member of LER leadership team
  • Point person between LER and AMS (ex. Office supplies, mobile phone requests, etc.)

Managing Travel for Director/Deputy Director

  • Travel management and planning for Director and Deputy (if requested).
  • Electronic country clearances
  • Visa applications/processing
  • Ensure LER director timely input on bureaus travel and training tracker

Time and Attendance

  • Timekeeper for office (WebTA) – send out reminders, and help input/validate hours for staff if needed.

Other

  • LERLA reminder for Director and Deputy Director (every 2 weeks)
  • Brown Bag Coordination

Qualifications

  • Bachelors degree and 3 years of related experience.  
  • U.S. Citizenship required.
  • Current Secret level security clearance preferred.
  • Uses critical thinking to identify and analyze problem, weigh relevance and accuracy of information, generate and evaluate alternative solutions, and make recommendations. 
  • Deals effectively with pressure; remains optimistic and persistent, even under adversity. Recovers quickly from setbacks. 
  • Exceptional analytical and communication (written and verbal) skills; strong leadership and interpersonal skills and high emotional intelligence with the ability to build relationships and communicate effectively with people of varied professional, cultural, and educational backgrounds. 
  • Effectively manages one’s time and resources to ensure that work is completed efficiently; strong organizational skills with ability to prioritize and handle multi-tasking well. 
  • Proficiency in Microsoft suite of programs (e.g., Word, Excel, PowerPoint) and Google suite of programs (e.g., Google Drive)
