Introduction

The Division of Research serves as a nonpartisan and confidential reference bureau for the General Assembly, providing a wide range of services, including legislative and legal research, bill drafting, and committee staffing, as well as the development, production, and distribution of public information concerning the General Assembly. The Division is also responsible for the overall supervision of Legislative Hall, scheduling building events, and use of the conference rooms on the first floor of the Tatnall Building

Summary Statement

As the “Legal Publications Editor,” you will proofread and edit materials submitted by state agencies for publication by the Office of the Registrar of Regulations for accuracy, clarity, syntax, grammar, style, and formatting, and coordinate with the state agencies on the publication of the materials submitted. You will also assist with the proofreading and editing of the Division’s other legal publications, including the Laws of Delaware, Municipal Charters, and Delaware Code. This position requires the ability to work in a nonpartisan manner in a partisan environment and provide objective information regardless of the issue or personal opinions.

  • Knowledge of applicable laws, rules, regulations, requirements, and procedures, including the Freedom of Information Act, Uniform Electronic Legal Material Act, Regulatory Flexibility Act, and the Administrative Procedures Act.
  • Knowledge of document management and electronic workflow processes.

Essential Functions

  • Prepares content for publication through discussion with agency personnel regarding their editorial needs.
  • Proofreads and edits material submitted by other state agencies for publication.
  • Establishes and monitors production schedule and resolves production problems.
  • Oversees and approves layout, color and printing to ensure accuracy, quality, cost and deadline compliance.
  • Prepares, justifies and controls the annual production budget for the publication. Develops bid specifications/contracts, recommends contractors, monitors contracts for compliance and reviews/approves contractors work.
  • Plans and develops promotional strategies and materials to increase circulation and monitors and evaluates promotional efforts by analyzing circulation data and trends.
  • Assists agencies with their publication of information by coordinating the contents of the information and preparing and editing the information for publication.

Job Requirements

JOB REQUIREMENTS for Editor/Producer
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Six months experience in the design and production of print or digital information.
  • Six months experience in planning, writing, formatting, and editing published information.
  • Knowledge of management and control which includes ensuring compliance with terms and negotiating changes to existing terms.
