As the Development Services Manager with the newly formed Development Services Division of the Planning and Public Works Department (PPW), you will oversee a group of over 120 technical, professional, and administrative staff. The division is organized into 4 sections: Customer Services, Technical Review, Inspection Services, and Code Enforcement, which perform permitting and code enforcement operations for unincorporated Pierce County and our Sewer service area. Your leadership will be instrumental in helping the division evolve into a next generation permitting agency by leveraging technology, innovation, and collaboration. You will work closely with the PPW Director team, providing leadership to execute the vision and mission of the department and manage the division’s budgets, performance measures, and process improvements. How to be Successful in the Role:
This is a new position created as a result of growth and reorganization with an exciting opportunity to be strategic and influence the direction of the Development Services team. We are looking for an innovative, analytical, and strong leader who can move with ease between the day-to-day operations and the development of long-term strategic plans. You will need to be able to adapt to changing priorities, have exceptional communication skills, and lead multi-disciplinary teams while collaborating with peers, industry, elected officials, tribal nations, and community groups. You will work closely with the PPW Director and be a key member of our Senior Management Team, who will help guide you through onboarding and integration into the Department, as well as how to lead in a large, matrix organization. Core Daily Responsibilities:

  • Act on behalf of the Department Director for assigned duties and delegated legal authorities for regulations related to development activities for Pierce County.
  • Lead and participate in review, interpretation, and updates to County code, policies, and procedures related to division operations, personnel, and programs.
  • Create and maintain a culture of superior customer service; ensure staff are trained in all aspects of permitting and customer service skills to respond to the full range of permitting questions and issues.
  • Control budgets through frequent review and analysis of payroll, expense reports, and other data; prepare cash flow projections and forecast expenses; monitor programs to ensure that budgets and schedule are met.
  • Evaluate division policies and service delivery systems, identify areas for improvement and implement alternatives designed to improve operations, enhance Best Permitting Agency initiatives, and stimulate the Department’s attainment of departmental and County goals.
  • Review and deliver department’s responses to public and County Council inquiries regarding permitting and development services; make recommendations as appropriate.
  • Effectively manages employees in a represented environment.

  • Additional education or experience which clearly indicates the ability to perform the essential functions of this position may substitute on a year for year basis.
  • Bachelor's Degree in public administration, construction management, civil engineering, business, urban or community planning, or related field.
  • Ten (10) years of progressively responsible experience in a combination of community/urban planning and land use entitlements, environmental resource management, construction management, infrastructure planning, or related field which clearly demonstrates the ability to perform the functions of the position.
  • Including five (5) years of supervisory or management-level experience overseeing a department, division or large cross-functional team.
Preferred Qualifications:
  • Master’s degree in public administration, planning, civil engineering, or related field.
  • Certification as a building official, floodplain manager, or construction inspector.
  • Licensed as a Professional Engineer or Land Surveyor in the State of Washington or the ability to obtain the registration within six (6) months of employment.
