This position will be located at NASA’s White Sands Test Facility in Las Cruces, NM.

DUTIES AND RESPONSIBILITIES

Manage and perform a variety of functions associated with the processing of task orders and development of our project leaders and project analyst in support of the Test Evaluation and Support Team 3 (TEST3) contract at the NASA White Sands Test Facility in Las Cruces, New Mexico. TEST3 contract has on average over 160 active task orders. Scope of these task order ranges from small simple task orders to large complex building and testing task orders. This individual reports directly to the TEST3 Program Manager. Candidate must be able to efficiently manage multiple tasks and projects.

Typical functions to be performed include

  • Process in SPICE Task Orders from the NASA customer. Work with the NASA Project Manager for each task order to address any questions or issues with the task order content, due dates, period of performance and fund sources.
  • Create initial project file and project site on the TEST3 Share Point Project Sever for each new Task Order received or update existing project file and project site information when a Task Order revision is received.
  • Initiate the workflow distribution system to move the task order to the appropriate department for development of the task order plan. Maintain workflow distribution groups.
  • Review and approve all task order plans developed by the departments. Work closely with each departments project analyst and project leaders to address any issues with the project files or supporting documents.
  • Submit task order plans in SPICE back to the NASA customer for review and approval. Once task orders are approved by the customer release the task order in the project server for execution.
  • Maintain a current log of all task orders in process and metrics associated with on-time delivery of task order plans.
  • Support setup of new project leaders in the project server in coordination with SLI IT group.
  • Maintain Task Order Processing desk top guide instructions.
  • Maintain and provide Project Management training for new project leads, project analyst and refresher training for all project leads and analyst as necessary.
  • Identify and support enhancements or updates to the project server and annual fiscal year indirect rates updates.
  • Seek/develop additional training for Project leaders and analyst to enhance their ability to manage project risks and development of project schedules.
  • Work with the various departments on site to perform resource forecasting using the TEST3 Resource Report and/or other tools.
  • Relies on experience and judgment to plan and accomplish team goals.
  • Elevates high priority issues to Program Manager for awareness and resolution in a timely manner.


REQUISITE SKILLS

  • The candidate shall be able to operate in a team environment, shall have good interpersonal and communication skills (written and verbal), be well organized, and be a self-starter.
  • A minimum of 2 years of direct experience developing and managing Microsoft Project files.
  • Specific knowledge and experience using Microsoft Office software.
  • Proficient with Microsoft Project, Microsoft Excel and Microsoft Word.


QUALIFICATIONS

  • Bachelor’s Degree with minimum of 5 years of experience in MS Project cost and schedule development and project management.
  • The candidate must be a U.S. Citizen and shall be able to obtain a U.S. security clearance.
