The Iowa Department of Health and Human Services (HHS), Division of Behavioral Health (BH) is seeking a knowledgeable, dynamic, professional to develop content for all forms of material and assist with the gathering and promoting successes and efforts associated with prevention and surveillance activities.

The Development Coordinator Will

  • Create messaging and graphics to convey information aimed at reducing fatal and non-fatal drug overdose.

Duties Include, But Not Limited To

  • Produce and maintain written and visual content for various efforts.
  • Support the development and maintenance of the website.
  • Develop specialized knowledge of overdose prevention and surveillance efforts.
  • Develop and maintain standardized program materials and talking points: program one-pagers, brochures, PowerPoint templates, and materials for partners.
  • Prepares required reports for various funding entities, bureau staff, and project partners regarding recovery and harm reduction.
  • Develop and maintain processes to organize various efforts within Prevention, Treatment &

Recovery services.

  • Develop a strong understanding of Prevention, Treatment & Recovery data.
  • Review, analyze, and interpret data to determine technical assistance needed.
  • Participate in and contribute to bureau projects as needed, including but not limited to: writing Requests for Proposals (RFP’s), reviewing proposals, attending meetings, preparing reports, writing sections of federal reports and proposals, responding to requests for information, and writing letters.
  • Provide support to improve existing communication tools and identify creative dissemination

strategies to increase visibility of the program and its successes.

  • Respond to information requests from jurisdiction partners.
  • Support the development of program success stories.
  • Develop and maintain processes to organize various reduction of overdose project monitoring activities.
  • Develop documents for procurement, contracting, and oversight of overdose reduction service initiatives.
  • Support strategic planning processes, as needed.

Selectives

397 Mental Health Experience or education related to providing service, treatment or assessment to those affected by mental health challenges, either in a private setting, group homes, local assistance agencies, or state or privately-run treatment. Application must demonstrate that applicant has received a general orientation to the symptoms and treatment protocols for mental illness or public policies, procedures, or applicable laws related to the topic, or assistance programs for those affected by mental illness. Experience may come from public, private or non-profit organizations.

OR

663 Substance Abuse Programs 6 months’ experience, 12 semester hours, or a combination of both in prevention programs, clinical substance abuse, or preventative abuse (counselors, treatment workers) that includes:

  • Applicants who develop and/or present programs designed to inform a population on the use, abuse, and dependency of alcohol or other drugs.
  • Initiation, design and/or review of education curriculums, which include alcohol/drug, related information (pharmacology, reasons for use, chemical dependency, etc.).
  • Presentations to professionals, community organizations, youth in school, on chemical dependency.
  • Preparation of media campaigns, including newspaper articles and public service announcements on prevention of substance abuse.
  • Training of youth, parents, and professionals in assertiveness training (“saying no” strategies), communication skills, assertive discipline, decision-making, peer helping, employee assistance programming, and/or student assistance programming.
  • Consultation with community organizations or other human service providers to develop prevention programming.
  • Provide OWI classes to first-time offenders.
  • Inform the public of the effects of chemical dependency on families.

AND

535 Public Health 6 months’ experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
  • All of the following (a, b, and c):
  • One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
  • A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
  • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
  • Graduation from an accredited school of law.
  • Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
