This recruitment will establish an employment list to fill current and any future vacancies within the Health & Human Services Agency. The anticipated life of the employment list is six months. Current vacancy is with the Health & Human Services Agency located in Visalia.

Typical Duties

Plan,assign and supervise the work of staff engaged in the delivery of social services; interpret and explain departmental rules and programs to staff and the public; confer with assigned workers on the more difficult casework problems including employment, assistance in living arrangements or the need for client educational or work experience; evaluate the performance of unit personnel and take appropriate action; confer with other supervisors in coordinating the activities of professional and technical staff; identify problems requiring referral to other agency staff; conduct studies and provide casework services for selected cases and programs; assist and participate in the development of in-service staff development programs; interview complainants and make adjustments; conduct group or individual conferences with staff to interpret and explain departmental rules, regulations, and policies; assist in the development of community resources; review the quantity and quality of work performed by unit workers; collaborate with other supervisors in coordinating the activities of staff; participate in studies and research projects; train and instruct staff on policies, procedures and techniques; assist in the development and implementation of policy and procedural changes; respond to complex questions from employees, other agencies and the public; participate in interviewing of applicants for employment; prepare employee performance evaluations; prepare memos, letters and reports. Level II: Plan, assign and supervise the work of social services staff performing the most advanced or complex casework; assist in the development of community resources for all programs; assist and participate in the development of training and staff development programs; evaluate the effectiveness of policies and procedures; represent the social services department at conferences and address groups; evaluate the performance of personnel and take or recommend appropriate course of action; may direct research studies and prepare reports; review case file actions and documentation; interpret and explain departmental policies, procedures and programs to staff, clients, other agencies and the public; review and approve court petitions and reports; confer with assigned workers on the more difficult casework problems; confer with other supervisors in coordinating the activities of professional and technical staff; evaluate the performance of unit personnel and take appropriate action; identify problems requiring referral to other agency staff; conduct studies and provide casework services for selected cases and programs; assist and participate in the development of in-service staff development programs; conduct group or individual conferences with staff to discuss or interpret departmental rules, regulations, and policies; review the quantity and quality of work performed by unit workers; assist in the development and implementation of policy and procedural changes; respond to complex questions from employees, other agencies and the public; participate in interviewing of applicants for employment; prepare employee performance evaluations; prepare memos, letters and reports; Essential job duties may be assigned that are not listed above but are relative to this job classification, based on state regulations. Minimum Qualifications

MINIMUM QUALIFICATIONS

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education :

Bachelor’s degree in social work, nursing, psychology, counseling, gerontology, sociology, or rehabilitation, or closely related field.

Experience :

Two years of increasingly responsible experience working in a social services agency and/or providing services to the older adult and/or dependent adult population in a social services agency.

For positions placed in the Multipurpose Senior Services Program (MSSP) candidates must have:

Education:

Master's degree in social work, nursing, psychology, counseling, gerontology, sociology, or rehabilitation, or closely related field.

Experience:

Two years of increasingly responsible experience working in a social services agency and/or providing services to the older adult and/or dependent adult population in a social services agency.

Equivalencies For Education :

Bachelor’s degree in social work, nursing, psychology, counseling, gerontology, sociology, or rehabilitation, or closely related field. (If efforts to recruit qualified applicants for staff vacancy have been unsuccessful, the County may request an exemption to hire a candidate who does not meet the minimum qualifications. This request must be submitted to and approved by the California Department of Aging (CDA) prior to extending an offer to hire.)

Experience :

Two years of increasingly responsible experience working in a social services agency and/or providing services to the older adult and/or dependent adult population in a social services agency.

License Or Certificate:

Possession of, or ability to obtain, an appropriate, valid California driver's license.

Knowledge Of:

Principles, methods and resources in the field of public health, mental hygiene, education, correction and rehabilitation as they relate to public social service. Techniques of supervision, training and of casework consultation to staff members. Laws, rules and regulations governing the operation of the public social services agencies. Social service research methods. Resources available in the community for referral or utilization in social service programs. Child development Child abuse dynamics Interviewing and counseling methods and techniques. Casework Concepts. Functions of public social service agencies and the principles of public social service administration. Principles and practices of supervision, evaluation and training. Basic Math including addition, subtraction, multiplication, and division.

Skill/Ability To:

Plan, assign and supervise the work of others. Present verbal and written reports concisely and clearly. Analyze situations accurately and adopt effective course of action. Develop and maintain cooperative working relationships with agency staff, community groups and resource agencies. Verbally communicate sufficient to explain technical information to people of various socio-economic, cultural, and educational backgrounds. Read, interpret and explain rules, regulations, policies and procedures pertaining to social services programs. Write clear, concise, grammatically correct case narratives, reports, records and letters. Follow verbal and written instructions. Retain and recall information Establish rapport and maintain effective working relationships with others. Use patience, tact and courtesy in dealing with people under various circumstances and under emotional stress. Keep systematic and accurate records. Collect and evaluate information, draw valid conclusions and make appropriate recommendations. Maintain confidentiality of all information and materials. Develop, implement and interpret policies and procedures. Work under stressful situations.

Conditions of Employment

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision andlife).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

Retirement:
The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:

2 weeks per year (0-3 years of service)

3 weeks per year (3-7 years of service)

4 weeks per year (7-11 years of service)

5 weeks per year (11+ years of service)

Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Disability Insurance:
Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
