Salary

$114,970 (Step 01) to $149,465 (Step 10);

NOTE: First time hires to the Federal Government are typically hired at the Step 01.

This is not a remote position. This position requires the employee to physically report to work at the office on a regular and recurring weekly basis. Periodic telework may be approved.

DutiesThe incumbent of this position will serve as the National Water-Quality Laboratory (NWQL) CoLabs Manager within the Laboratory & Analytical Services Divison (LASD). Some of the specific duties of this position will include:

  • Manage samples and data that are subcontracted from NWQL to external laboratories for analytical services.
  • Plan, organize, and execute sample tracking and shipments, data coding and management, chain of custody, invoicing and billing.
  • Apply knowledge of water-quality procedures and experience with electronically managing water-quality data.
  • Communicate with different Water Science Center staff and external laboratories to oversee and respond to information requested from customers.
  • Provide Contract Officer of Record (COR) level 2 services for contracts with external laboratories.

Physical Demands:COR Level II certification: must be attained within twelve months of assignment, training will be provided as needed.

Qualifications

BASIC EDUCATION REQUIREMENT: At all grade levels, applicants must meet A or B below to satisfy the basic education requirement for Chemist GS-1320 series.

  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours or the equivalent in physics.
  • OR
  • A combination of education and experience-course work equivalent to a major as shown in "A" above (24 semester hours or the equivalent in physical sciences, life sciences, or engineering), including at least 30 semester hours or the equivalent in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours or the equivalent of physics, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. In addition to the basic education requirement as stated above, applicants must have one year of specialized experience in chemistry that is equivalent to at least the GS-12 level in the Federal service.

Examples Of Such Experience Include

  • Planning executing, and reporting on original or ongoing studies in the field of chemistry requiring a fresh approach to resolve new problems.
  • Modifying and adapting standard procedures, methods, and techniques, and developing new methods and techniques to address novel or obscure problems.
  • Utilization of quality controls and other QA-related traceability assessments and documentation to ensure that chemical analysis data is accurate, precise, and defensible.
  • Conducting chemical analysis traceability in large data systems such as the National Water Information System (NWIS) including data loads and updates, queries, data qualifiers, key identifiers, and other metadata.
  • Overseeing and facilitating mapping, monitoring, and controlling process flows, particularly those that include chemical analysis and/or contract management with third party entities.
