General Description:

This position is responsible for Supply Chain Inventory Control for the OU Health system, including implementing standardized system-developed supply chain strategic plans and policies, overseeing all Inventory Control practices and functions (Inventory Management, Warehousing, Pars, JIT, LUM, POU, Implant Management), and directing the Admin Manager, Inventory Control and the Inventory Control team. Under the direction of the Associate Vice President, Supply Chain Operations, administers all Supply Chain Inventory Control functions and supports the Supply Chain operations for OU Health.

This position is also responsible for working with a variety of key business, clinical, and operations stakeholders across the OU Health system as well as their peers within Supply Chain. This position will lead strategic planning efforts within Supply Chain for the Inventory Control function and will partner with his/her operational peers on the implementation of OU Health Supply Chain strategic plan initiatives. This position will continuously lead process development, improvement plans, and will closely collaborate with all relevant stakeholders, while utilizing key change management methodologies to ensure successful adoption.

  • Under the guidance of the Associate Vice President, Supply Chain Operations, assists in the leading of the OU Health Supply Chain vision and overall strategy which includes standardized facility-based receiving, storage, inventory management/control, point of use/low unit of measure, implant management, and distribution operations in all of OU Health.
  • Leads the strategic planning efforts within Supply Chain for the Inventory Control function.
  • Provides leadership and strategic direction to ensure that the system-wide Inventory Control operations are cost effective, and meet regulatory requirements and customer expectations.
  • Strategic planning and effective policy, procedure, and process implementation to ensure proactive inventory management, utilizing key performance indicators (KPI), cycle counting, and First-In-First-Out (FIFO) inventory methodology.
  • Manages processes utilizing a process maturity model that strives for robust documentation, measurement, and continuous optimization.
  • Monitors inventory levels and cost accounting techniques to ensure appropriate financial practices are implemented and adhered to.
  • Participates as a member of the varied OU Health committees; make presentations and represents OU Health Supply Chain on boards, commissions, associations and committees as requested and approved by the Vice President, Supply Chain of OU Health.
  • Functions as a member of the OU Health Supply Chain leadership team, participating in the development of operating and capital budgets, strategic programs, policies, and plans for the effective operation of the OU Health system.
  • Responsible to partner with OU Health leadership to pursue opportunities for reduction of expenses in equipment, supplies, and purchased service areas for all aspects of the supply chain.
  • Demonstrates the ability within a team assignment to take a lead role in interpreting and applying resolution techniques, management of diversity in the workplace, effective communication, active listening skills, consensus building, critical thinking, and strategic problem resolution practices in order to achieve team goals.
  • Deliver cost savings and value maximization to the total cost of ownership of equipment, supplies and services while fulfilling the mission of OU Health.
  • Assures appropriate Internal Control processes are in place across the procurement cycle functions and are disseminated throughout the system.
  • Responsible for compliance with all governing rules, regulatory requirements, and procedures related to Inventory Control across the OU Health system.
  • Create a culture of accountability within the Inventory Control team with a commitment to best-in-class customer service and performance.
  • Provides strategic direction in order to optimize use of Materials Management Information System and other supply chain automation tools that works to eliminate unnecessary work, simplify necessary work, centralize simplified work, and automate centralized work.
  • Works proactively with all stakeholders, including vendors, to identify needed inventory with a focus on mitigating backordered/allocated products to ensure a reliable supply chain.
  • Works with Supply Chain staff to implement system wide inventory strategy and improve supply chain performance through a reduction in obsolete inventory, improvements in inventory turns and improvement in inventory replenishment processes.
  • Works with onsite Supply Chain leadership to ensure appropriate delivery systems such as Low Unit of Measure (LUM), Just in Time (JIT), and/or point of use type systems are evaluated and wherever possible implemented in a standardized and consistent manner.
  • Ensures implants are appropriately documented and charged for by implementing effective controls and processes.
  • Utilizes standardized system wide dashboard analytics to measure inventory levels, ensure proper inventory controls and other supply chain operations key measures of performance to ensure they are measured, monitored and goals are met.
  • Implements system wide standardized inventory control and cycle counting strategy to provide appropriate financial controls and management.
  • Applies and enforces procurement separation of function practices in accordance with the Uniform Commercial Code (UCC) and accounting practices for establishing appropriate inventory management controls in conjunction with Generally Accepted Accounting Principles (GAAP).
  • Ensures system compliance for Joint Commission accreditation and other regulatory bodies for storage and delivery of supplies as well as recalled or suspended inventory products.

Minimum Qualifications

Education: Bachelor’s degree required. Technical or Business-related degree field preferred.

Experience: 4 or more years of professional work experience, including at least 2 or more years in supply chain management or supply chain project management role required.

Or equivalent combination of education and experience

Licensure/Certifications/Registrations Required: None required. Certified Materials & Resource Professional (CMRP) through American Hospital Association preferred. Lean/Six Sigma or similar process improvement program is preferred.

Supply Chain

  • Supply Chain experience in a large hospital, multiple campus facility preferred.
  • Experience using metrics to drive decisions and working with external vendors.
  • Demonstrated working knowledge of multiple Supply Chain functional areas.
  • Proven ability to foster prime vendor relationships that will drive toward a successful partnership.
