Position Summary

This position is responsible to the Accounting Manager for all financial and accounting matters relating to the financial services and accounting functions of the department through direct supervision of the Financial Services Supervisor and the Accounting Supervisor.

Essential Duties And Responsibilities

  • Provide supervisory and processing services, support, and backup for accounting functions such as journal entry preparation, asset management, billing, accounts payable, and payroll as well as assuming the duties of the Accounting Manager in their absence.
  • Assists with the development, monitoring, and implementation of financial internal controls, policies, and procedures.
  • Maintains and manages the Authority’s accounting system, records, and related software including recommending and implementing software solutions, policies, and procedures to maintain and improve data collection compliance, retention, and utilization.
  • Independently analyze and research financial matters, reports, data, and records and make recommendations to the Accounting Manager. Perform complex data analysis, management, and reporting projects for various departments as needed.
  • Accountable for timely vendor payments, customer billings and collections, and payroll processing.
  • Ensures proper accounting for accounts payable, billing, accounts receivable and payroll, including year-end accruals, prepaids, and revenue recognition.
  • Reviews and approves journal entries ensuring they are recorded accurately and in accordance with generally accepted accounting principles.
  • Performs month-end and year-end general ledger close including the review of reconciliations and reports.
  • Reviews and approves contract revenue settle-ups and mid-year reallocation of billings to customer cities.
  • Reviews quarterly financial statements.
  • Responsible for implementation of new accounting pronouncements and developing accounting procedures to address the new accounting pronouncement on a go forward basis.
  • Reviews completed Annual Comprehensive Financial Report and drafts changes to the document for new accounting pronouncements and/or significant changes made during the year.
  • Assists with the annual external audit including the review of audit requests.

Supervisory Responsibilities

Regularly has full personnel management responsibilities including approving time, selection, discipline, grievances and formal performance evaluations for a position’s direct and indirect reports.

FINANCIAL RESPONSIBILITY

$1 million bi-weekly payroll. Accounts for assets of $2.6 billion, expenses of $231 million, revenues of $298 million and total liabilities of $1.8 billion.

Qualifications

EDUCATION (required level of education)

Bachelor degree in accounting required

EXPERIENCE (minimum Years And Types Of Related Experience Required)

Five plus years of progressively responsible experience with knowledge of fund accounting.

CERTIFICATES, LICENSES, REGISTRATIONS (any specialized certifications licenses or registrations required by TRA or other authority in order to do the job, including those the incumbent must be able to obtain)

Valid Texas driver's license. Certified Public Accountant designation preferred

KNOWLEDGE (Information or facts than employee must know in order to be able to perform the work)

Must have an understanding of generally accepted accounting principles and governmental accounting standards.

SKILLS AND ABILITIES (developed capability to use or apply knowledge effectively or dexterity/coordination in the performance of physical tasks)

10-key by touch. Ability to make independent accounting decisions based on thorough knowledge and great application of accounting principle necessary. Ability to supervise and ensure compliance with Authority policies, resolutions, contracts and statutory requirements. Requires excellent written and verbal communication skills. Must organize work and manage time well. Proficiency in Microsoft Office Suite and ERP software required. Lawson and/or Workday Financials experience preferred.

WORKING CONDITIONS

Duties are almost always carried out in an office environment.
