Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for 9905 to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position provides chemistry support as a technical team member working on environmental assessment and remediation of contaminated sites through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) processes.

Duties

  • Conducts investigations, data analysis, determination of clean-up methods, and remediation of hazardous.
  • Conducts analysis and interpretation of environment chemical data.
  • Recommends appropriate monitoring and treatment techniques for waste materials.
  • Coordinates with project managers and other project team members to develop sound closeout strategies.
  • Advises on standardized or accepted procedures for performing chemical sampling and analysis of environmental media and wastes.
  • Provides guidance and direction to field personnel and project management on sampling or analytical methods.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position has a lifting requirement of 40 pounds.

In Addition To Meeting The Basic Requirements Above, You Must Meet The Specialized Experience Requirements Below To Qualify At The Respective Grade Level:

Specialized Experience for GS-11: One year of specialized experience which includes: Planning and execution of investigations, remedial actions, and data analysis at hazardous, toxic, and radioactive waste sites. Advises on procedures for performing chemical sampling, testing, and analysis of wastes and field investigation samples and/or reviewing and interpreting sampling, analysis, and quality assurance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: You must have successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in Chemical Engineering, General Physical Science or Chemistry.

OR

Combination: If you meet the specialized experience as described in A, but less than one year; and you have more than two years, but less than three years of graduate-level education as described in the education requirements above. (To compute the percentage. divide your total months of qualifying experience by 12. Then divide your semester hours above two years of' graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (NOTE: You must attach a copy of your transcripts in your application.)

Specialized Experience for GS-12: One year of specialized experience which includes: Experience managing scope, cost and schedule on construction, services, or environmental projects. Experience in Hazardous, Toxic, Radiological Waste (HTRW) work such as: site characterization and restoration, delineation, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Resource Conservation and Recovery Act (RCRA) and/or other HTRW studies. Applies knowledge of management concepts, principles, methods, and practices, as well as knowledge of methods, practices, and processes of technical disciplines necessary for accomplishment of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

The duties of this position lead to the full performance level of GS-12. Incumbent may be appointed to either the GS-11 or GS-12 (depending on qualifications). If selected at the GS-11, the incumbent may be non-competitively promoted to the target level of the position upon meeting all regulatory requirements, certification by the supervisor of successful performance, completion of all training requirements, and the availability of work at the next higher grade level. Promotion is not automatic.
