Position Summary

Under the direction of the Director, this position will be responsible for program development and implementation of Mechanical Integrity and Risk Based Inspection Programs for plant compliance and inspection of equipment. Directs the preparation for, the execution of, and reporting on all unit inspections within the scope of federal, state, local regulations and Recognized and Generally Accepted Good Engineering Practices (RAGAGEP) and sees that the sites operate safely with minimum amounts of downtime.

This role also provides engineering support for the mechanical integrity and evaluation of in-service piping and equipment, as well as new fabrication or construction. Acts as a consultant to the Management Team on the mechanical reliability of process equipment and the ability of this equipment to perform in meeting operational plans. Recommends and advises on materials of construction for new equipment and the maintenance and repair of existing equipment to assure that operations will be safe, reliable, and efficient. Responsible for mechanical integrity management through the development, maintenance, and periodic review of the critical equipment list, operating/integrity envelopes, applicable damage mechanisms, and inspection plans. Stays current with new inspection techniques and technologies and advises on their application and limitations

Responsibilities Include But Are Not Limited To

  • Manages contract RBI Analyst and other contract personnel as required to
    • create and maintain a registry of all Mechanical Equipment associated with each operating unit.
    • all inspection information, including up to date equipment information, inspection results, and inspection recommendations.
  • Creates departmental and site inspection procedures.
  • Reviews, on a continuous basis, the inspection requirements as applied to each item of equipment and recommends changes to scope and inspection intervals accordingly.
  • Maintains temporary repair logs (leak repair clamps, hot taps, vessel repairs, etc.) and ensures permanent repairs are executed at the first opportunity.
  • Inputs and tracks all inspection recommendations and ensures their completion in accordance with appropriately assigned priorities.
Engineering

  • Develops, implements, and maintains site Mechanical Integrity Programs to meet federal, state, local regulations and Recognized and Generally Accepted Good Engineering Practices (RAGAGEP)
  • Provides engineering solutions to known integrity issues to ensure the effectiveness of the Mechanical Integrity Program and to ensure operability and reliability.
  • Develops, implements, and maintains a robust quantitative Risk Based Inspection protocol per API standards.
  • Calculates and maintains criticality rankings for all fixed equipment and piping.
  • Determines applicable damage mechanisms for all items of fixed equipment and piping and maintains the information considering changing conditions, operational upsets, etc.
  • Participates in the creation and ongoing maintenance of site operating windows to incorporate integrity related information and stays abreast of any breaches to assess impact to the overall integrity of the affected items.
  • Develops and maintains detailed inspection plans for all items of fixed equipment and piping circuits that include proper inspection techniques according to determined damage mechanisms, known integrity issues, operational upsets, SHE alerts, and other issues that occur over the lifetime of the asset.
  • Analyzes all inspection data and recommends further action when needed, assesses early retirement dates, and updates future inspection protocols.
  • Performs fitness for service evaluations on equipment as needed per API 579 and involves additional outside engineering assistance when needed for further evaluation.
  • Develops pressure vessel repair/alteration plans per NBIC and other applicable codes and standards and communicates with the repair contractor to ensure compliance.
  • Maintains the overall framework, databases, and information in the site's asset integrity management system.
  • Develops and maintains the five-year CAPEX Equipment Inspection Program, provides appraise stage information to site project management, and consults with project managers on ongoing projects.
  • Maintains and reports all Mechanical Integrity related KPIs to site Management Team.
  • Participates in Management of Change reviews by reviewing all integrity-related modifications.
  • Participate in audits and interviews, OSHA, PSM, ISO, etc.
  • Exhibits and practices the Third Coast Way fundamental behaviors.

Required

Knowledge, Skills and Work Experience:

  • Bachelor's degree in engineering or science discipline
  • Minimum 10 years of mechanical integrity experience in a refining/petrochemical plant
  • API 510,570, and CWI certifications required or willing to obtain within 3 years
  • API 653 certification desirable.
  • Strong leadership & supervisory skills

  • Demonstrates expert level mechanical integrity engineering expertise and makes a significant contribution through innovative solutions to technical problems.
  • Provides technical leadership for piping and equipment integrity.
  • Possesses a solid understanding and demonstrates knowledgeable application of both internal and external engineering codes and standards.
  • Knowledgeable in maintenance management system and asset integrity management system software programs.
  • Strong interpersonal, communication, and influencing skills are required.
  • Maintains well developed outside contacts, technology providers, equipment suppliers, engineering firms, professional associations, and industry peers to share expertise and implement best practices.

Physical Requirements

  • Ability to climb fixed ladder cages. (Employee may need ladders as means of egress during emergency).
  • Ability to climb 6 flights of stairs.
  • Ability to enter enclosed spaces through 18' manway for cleaning and inspection purposes.
  • Ability to lift 50 lb.
  • Ability to wear required PPE: Hardhat, safety glasses, chemical goggles, face shield, rigid safety shoes/boots, full/half face cartridge masks.
  • Ability to work length of time outdoors/ inclement weather
  • Job specific: Climbing, balance, bend/stoop, kneeling, reaching, lifting, carrying.
