The Telecommunications Operator-Lead earns a competitive salary of $23.82 - $25.78/hour, based on qualifications. A DAY IN LIFE AS A LEAD TELECOMMUNICATIONS OPERATOR

Job Summary: Provides assistance to the Police Support Services Supervisor with the training program and other duties as assigned. This position oversees the response and dispatch of personnel to complaints and emergency situations within the city limits. Performs all other duties as a Telecommunications Operator by receiving complaints from public regarding Police emergencies, Fire and EMS services, Animal Control and other City services; monitors radio channels, answer in-coming calls including 9-1-1; and dispatches communications to appropriate units for service/investigation. Other duties may include counseling and supporting members of the Department, training, and evaluating support personnel.

Supervisory Functions: This position is the "lead" person over their assigned shift. They will assign work, train, approve overtime, assist with preparing performance appraisals, approve vacation leave, and recall employees to work in emergencies. This position provides direction to other employees.

Essential Functions

  • Regular and timely attendance at work.
  • Monitor and operate emergency and non-emergency service telephones and radio communication systems to dispatch police officers within the City of Pearland.
  • Monitor and operate emergency and non-emergency service telephones and radio communication systems to dispatch fire, EMS, Wreckers, Animal Control and after-hours city services as needed.
  • Operate and monitor local, state, and national crime information computer systems including TLETS/NLETS, TCIC/NCIC, CAD/RMS, to assist officers in performing their duties.
  • Verify location and seriousness of emergency and response needed by answering calls, questioning callers, taking messages, and/or answering questions from remote units, coordinate police, fire, ambulance, and other emergency requests as appropriate.
  • Conduct annual performance appraisals on squad staff.
  • Conduct monthly QA checks.
  • Monitor dispatched units and when necessary, serves as liaison with caller; relay instructions to closest units available, and maintain various logs recording activities for documentation and future reference.
  • Communicate with police officers, emergency and non-emergency callers, city staff, and others concerning public safety and other city services.
  • Monitor camera equipment.
  • Provide preliminary first aid instructions before paramedic truck or ambulance arrives.
  • Transmit and receive messages between divisions of own agency and other law enforcement agencies.
  • Contact police officers to verify assignment locations, monitors dispatched units and, when necessary, serves as liaison with caller.
  • Assist other agencies; confirm warrants and send teletypes.
  • Counsel and supports members of the Telecommunications Department by conducting one on one discussion, recommending problem solving strategies and encouraging teamwork.
  • Make decisions regarding personnel matters for subordinate position with regard to, training, attendance, record keeping, and disciplinary issues.
  • Trains new employees by performing certified training operator functions and teaching new personnel how to function in the communications environment.
  • Assumes responsibility for all operational activity on assigned Shift including quality control to adherence to state regulations, the City of Pearland and the police department's policy manuals and directives.
  • Contributes to team effort by performing other related duties as assigned.

Education, Experience, And Licenses

  • High school diploma or equivalent required.
  • At least two (2) years related police dispatch experience and/or training; or equivalent combination of education and experience required.
  • Must possess TCOLE Basic Telecommunications Certification; Intermediate preferred or ability to obtain within six months
  • Valid, Class C Texas Driver's License required or the ability to acquire within 30 days from the date of hire.
  • CPR Certification preferred.
  • TCIC/TLETS Certified preferred.
