Performs advanced engineering, architectural, construction inspection or other technical project management work. Provides leadership related to all aspects of architectural or engineering construction projects by planning, and controlling all elements of the project. Responsible for review and development of projects objectives and for maintaining the project integrity through ensuring compliance with relevant state and federal laws, policies and procedures. Responsible for quality assurance/quality control aspects of technical projects. Work requires extensive contact with agency management, governmental officials and private entities. Typically reports to Section/Staff level managers. Serves as a Project leader and Coordinator of all aspects of projects. Employees at this level are virtually self -supervising and assume direct accountability for the work product.

Essential Duties:

Technical Projects Manager I

  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
  • Directs, develops, and evaluates projects using accepted project management methodologies.
  • Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
  • Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.
  • Monitors project phasing and traffic control plans and ensures adherence to approved safety standards.
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Serves as a project leader
  • Trains professional and technical staff.
  • Performs other job responsibilities as assigned.

Technical Project Manager II:

  • Assesses project issues and develops resolutions to meet productivity, quality, and client satisfaction goals and objectives.
  • Serves as a lead worker.
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
  • Directs, develops, and evaluates projects using accepted project management methodologies.
  • Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
  • Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
  • Monitors project phasing and traffic control plans and ensures adherence to approved safety standards.
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Serves a coaching and leadership role for junior project managers.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

Substitution:

Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be

substituted for experience on a year per year basis.

As a Technical Project Manager I or II you will be responsible for the successful oversight and execution of construction projects within the area office, with a particular focus on the IH 20 A+B project. This role will involve not only managing project timelines, budgets, and quality but also developing future leaders in the field by providing mentorship and on-the-job training.

Technical Project Manager I (B24): $65,104- $106,634/yearly

Technical Project Manager II (B26): $76,530 - $129,430/yearly
