Summary

This position is located in the Commercial Enforcement and Investigations Division, Office of Enforcement and Compliance, Federal Motor Carrier Safety Administration (FMCSA). The primary responsibility of FMCSA is to reduce motor carrier crashes, fatalities, and injuries on our Nation’s highways. A secondary responsibility of FMCSA is to provide consumer protection oversight for the interstate household goods (HHG) moving industry.

Duties

As a Transportation Specialist, you will: Resolve incoming HHG situations and consumer complaints. Research HHG regulations, database information/data on carriers, brokers in the resolution of complaints. Draft referrals for investigation request to appropriate FMCSA offices for violations of HHG regulations and statutes, enforcement, other related issues. Support the Special Investigation Unit Team by gathering information on brokers, household goods carriers, and freight forwarders for investigations, and to act as a point of contact as needed with these entities. Assist in the coordination within the Department (i.e., Office of Inspector General, Office of the Secretary, etc.) regarding investigations performed by the Special Investigation Unit Team. The ideal candidate possesses knowledge of Federal Motor Carrier Safety Regulations; commercial regulations governing household goods; apply analytical, fact-finding and problem-solving techniques; and be skilled in planning, organizing, coordinating, and providing technical expertise to Federal and state agencies, and the motor carrier industry.

Requiremennts

CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with motor carrier policies, procedures, and regulations Experience analyzing and identifying patterns through data and systems. Experience communicating orally and in writing technical information, policy, and procedural interpretations. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience with motor carrier policies, procedures, and regulations regarding implementation of program goals and objectives. Experience in monitoring and retrieving data from the national consumer complaint database for reporting, trend analysis, and identification of HHG carriers and brokers that engaged in any mis-conduct of operations, and/or practices. Experience communicating orally and in writing technical information, policy, and procedural interpretations. You cannot qualify on education at the GS-12 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Oral Communication (‡) - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Problem Solving (‡) - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
