General Responsibility

The Deputy Director, organizes, directs and oversees cyber security programs and initiatives. This position will work closely with government agencies, private sector partners, and other stakeholders to identify and address cybersecurity challenges. You will collaborate with the SC CIC Director to develop strategic plans for the program, identifying emerging threats and technological trends. In the event of a major cybersecurity incident, you may be asked to assume the role of Incident Commander, coordinating multi-agency response efforts, resource allocation, and communication strategies. Assist in the creation of a multi-year budget plan that aligns with the SC CIC’s strategic goals, ensuring sufficient funding for key initiatives and contingencies.

Specific Duties

  • Oversee day-to-day operations, ensuring the effective implementation of cybersecurity strategies and initiatives. Develop and implement succession plans for key roles within the SC CIC program. Facilitate cross-sector collaboration initiatives, encouraging information sharing and joint exercises between different critical infrastructure sectors to enhance overall security posture.
  • Oversee the identification, application, and management of federal and state grants, ensuring funds are used effectively to support the program’s objectives. Conduct thorough cost-benefit analyses for major expenditures, ensuring that all financial decisions are aligned with the program’s strategic priorities and risk management goals.
  • Lead, mentor, and develop a team of cybersecurity professionals, ensuring alignment with the program's goals. Foster partnerships with academic institutions to support research initiatives that address the unique cybersecurity challenges faced by critical infrastructure sectors in South Carolina.
  • Create a culture of continuous innovation within the SC CIC program, encouraging staff to propose and experiment with new ideas and technologies that could enhance cybersecurity resilience. Assist with the development and implementation of pilot programs that test new technologies and methodologies in real-world critical infrastructure settings.
  • Establish and maintain robust relationships with key stakeholders, including federal agencies (such as DHS/CISA and FBI), state and local governments, private sector partners, and industry associations.

Minimum And Additional Requirements

  • Bachelor's degree in information technology, computer science, management information science, or a related field and experience in information technology. Experience may be substituted for a degree.

Preferred Qualifications

  • Bachelor's degree in a related field or at least five (5) years of relevant work experience in the areas of information technology, information security, and risk management.
  • Must have strong written and verbal communication skills.
  • Must have the ability to lead senior level positions in Information Security.
  • Thorough knowledge of information risk concepts and principles, with the ability to relate them to business needs and security controls.
  • Ability to plan, organize, and review the work of technical personnel.
  • Ability to establish and maintain external working relationships with users, peers, and vendors.
  • Ability to prepare presentation material and present information to large audiences.
  • This position is based in Columbia is expected to be available for call 24/7.
  • Employee will be required to travel statewide, including some overnight travel when necessary.
